Job Title: Director, Housing Operations
Job Summary
The Director, Housing Operations will lead the organization’s affordable housing initiatives, including developing, acquiring, rehabilitating, and financing rental properties for a diverse resident population. The Housing Director will supervise a team responsible for Permanent Supportive Housing (PSH). This role requires a strong commitment to the organization’s mission, equity, and sustainable housing solutions.
Essential Duties and Responsibilities:
Housing Development and Project Management
- Oversee the entire lifecycle of affordable housing projects, including feasibility analysis, due diligence, funding applications, and project execution
- Manage predevelopment, construction, and lease-up phase of projects
- Develop knowledge of local regulations, secure capital and operational funding, and lead community engagement efforts to align projects with local needs
- Ensure compliance with organization design standards and quality benchmarks at each project phase and maintain alignment with Claratel Behavioral Health core principles
- Develop partnerships with local landlords to negotiate competitive leasing arrangements for our clients
- Seek new grant funding opportunities to expand housing options for our community
- Maintains a deep understanding of the housing and development landscape, including current and potential funding options and models like Housing First and Permanent Supportive Housing
Portfolio and Asset Management
- Guide the organization’s strategy on property acquisition, rehabilitation, and asset sustainability, ensuring long-term financial and operational health
- Promote the well-being of residents and integrate racial equity goals into housing initiatives, emphasizing inclusive community engagement
- Coordinate with landlords to ensure properties are maintained within lease arrangements
- Address resident complaints and conflict resolution
Community Engagement and Stakeholder Relations
- Serve as a visible representative of the organization in public forums and establish strong relationships with state and local officials, the C.O.C, and other foundations
- Develop partnerships with culturally specific and service-oriented agencies to create housing solutions that respond to diverse community needs
- Lead public outreach and community education efforts to promote organizational projects, working closely with the Director of Communication on fundraising and awareness campaigns
Team Leadership and Staff Development
- Supervise and support the housing development team, providing guidance and professional development to enhance staff performance and expertise
- Train and mentor project managers and other real estate staff to ensure efficient project management and adherence to best practices in affordable housing
- Promote a culture of collaboration and mission-driven performance within the housing team and across departments
- Facilitate staff training on housing regulations, community development practices, and sustainability measures
Compliance, Financial Management, and Reporting
- Ensure compliance with federal, state, and local housing regulations, including funding source requirements and housing laws
- Develop and manage budgets for housing projects, overseeing financial planning, grant applications, and fund development efforts
- Maintain accurate records and documentation for housing projects, preparing regular reports for senior management
Qualifications:
- Bachelor’s degree in real estate development, public administration, social work, or a related field required
- Minimum of 7 years in housing development, asset management, or a related field with demonstrated leadership experience
- In-depth understanding of affordable housing finance tools (e.g., LIHTC, HUD programs, CDBG, HOME)
- Knowledge of housing development laws, compliance standards, and land use regulations
- Experience in strategic planning, budgeting, grant writing, and fundraising
- Proficiency in Microsoft Office and housing management software
- Strong analytical, organizational, and project management skills, with proven ability to balance multiple priorities
- Demonstrated commitment to racial equity and anti-oppression in housing and community development
- In-depth knowledge of Federal, State, and local housing and community development programs
- Excellent interpersonal and conflict resolution skills; entrepreneurial mindset; commitment to housing equity and community inclusion
- Master’s degree preferred
Work Environment
- This role is primarily office-based with frequent local travel to project sites and partner organizations
- The Housing Director may also attend occasional evening and weekend meetings as required
