Executive Director Job Description

ROUSE RPC is a private 501c3 not for profit organization supporting Affordable Senior Housing

POSITION SUMMARY:

  • Is responsible for providing the leadership and direction necessary for the successful management of ROUSE consistent with the strategies set by the Board of Directors.
  • Is responsible for facilities operation, the functions of administration, financial, material and human resources.
  • Is familiar with and complies with US Housing and Urban Development, NYS Homes and Community Renewal, Fair Housing, American Disabilities Act, Internal Revenue Services and other relevant legislation and compliance standards
  • Serves as a resource to the Board and to the Staff in developing and implementing strategies and policies consistent with the mission of ROUSE
  • All other duties as assigned

KEY DUTIES AND RESPONSIBILITIES

Leadership

  • Serve as Head Supervisor to all Staff and as the liaison with the Board.
  • Identify and mitigate risks, seek opportunities for enhancing outcomes and ensure ongoing implementation of objectives.
  • Provide leadership, direction and support to ROUSE’s Staff and
  • Management through effective communication and goal-setting.

Financial Management

  • Oversee all accounting functions, including payroll, financial reporting and remittances to government and funding agencies.
  • Responsible for creating budgets, financial plans for Board approval.
  • Coordinating, interacting with independent/ governmental auditors on behalf of Rouse and Board of Directors.
  • Adhere to the ROUSE internal financial and investment policies within governmental standards

Program/Service Development and Accountability

  • Design and develop programs and services that meet contract expectations and guidelines
  • Ensure all programs and services comply with contractual parameters.
  • Ensure organization’s equipment and facilities are managed effectively and efficiently.

Human Resources

  • Be familiar with personnel policies, government regulations relevant legislation.
  • Provide leadership to Staff, build a strong and collaborative team, facilitate open lines of communication, and ensure ongoing development, recognition and appreciation.

Operations and Facilities Management

  • Develop and manage annual capital and maintenance plans to ensure that property is maintained in a state of good repair.
  • Coordinate maintenance and capital purchase required throughout the organization.
  • Ensure that facilities comply with all applicable health and safety standards, including fire regulations and building codes, and all other relevant codes.

Board Support, Administration and Governance:

  • Recommend and develop relevant policies. 
  • Implement policies and procedures.
  • Communicate with the Board of Directors in a concise, clear, comprehensive manner, to ensure that the Board has adequate information on organization’s activities to carry out effective decision making.

Contract Administration

  • Review, negotiate and renew all contracts and extensions.
  • Be familiar with all contractual obligations and commitments of the organization.
  • Liaise and develop effective relationships with funding sources and regulatory bodies and ensure the submission of required reports and contract timelines are met.
  • Research, develop and submit grant funding proposals and applications for funding from government and other sources

Qualifications

The ED will be thoroughly committed to ROUSE RPC’s mission. All candidates should have proven leadership, coaching, and relationship management experience.   

Specific requirements include:

  • Minimum Bachelor’s Degree in Business, Human Service or related program, with at least 10 years of senior management experience or a combination of above; Preference for experience with the nonprofit housing industry and senior citizen programs
  • Excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget
  • Past success working with a Board of Directors
  • Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.  Able to relate to diverse groups.  Comfortable interacting with senior citizens
  • Passion, idealism, integrity, positive attitude, mission-driven, and self-directed

Salary and benefits will be market competitive (86,000.-92,000.)
