Job Title: CoC HMIS Data Analyst and System Administrator

Weekly Hours:  37.50  

PURPOSE:  

The HMIS Data Analyst and System Administrator is responsible for coordinating functions related to the Homeless Management Information System (HMIS) for the Marietta/Cobb Continuum of Care (CoC) and ensures that the CoC is in alignment with the U.S. Department of Housing and Urban Development’s (HUD) rules, regulations, and guidance for HMIS. The HMIS System Administrator utilizes expert system knowledge to provide technical assistance to users and to assist the CoC with data analytics and developing HMIS related projects. This position will offer the opportunity to engage with people at various levels of the homeless services delivery system in the Cobb CoC and support their work to end homelessness. 

PRIMARY DUTIES:  

  1. Provides technical and user support for ClientTrack software, including account set-up, system monitoring, problem diagnosis, and resolution for provider organizations in the CoC. 
  2. Conducts data analysis and assists the CoC and member organizations in making data-guided decisions. 
  3. Provides system training and technical assistance for HMIS users and organizations including assisting organizations to clean project data, improve data quality, use standardized ClientTrack reports, and prepare the APR. 
  4. Resolves HMIS help desk tickets assigned by the HMIS Lead for the Marietta/Cobb CoC organizations.  
  5. Attends system administrator user meetings to maintain communication on HMIS technical issues between the CoC and the HMIS Lead, and reports database problems and technical issues within the system to the HMIS Lead.  
  6. Performs routine data quality checks to ensure provider compliance with all applicable data quality standards. 
  7. Plans and delivers technical assistance, trainings, and presentations for workshops and HMIS training events. Facilitates the Cobb User Group. 
  8. Develops technical assistance tools and resources to help HMIS users and provider organizations more effectively collect and use data.  
  9. Prepares and submits CoC reports including the PIT, HIC, LSA, and System Performance Measures and provides data for the CoC application. 
  10. Participates in CoC project monitoring. 
  11. Attends CoC meetings and provides expertise on data-related issues. 
  12. All other duties as assigned. 

MINIMUM JOB QUALIFICATIONS 

Education & Experience: Bachelor’s degree AND two years of experience performing data entry, data analysis and reporting OR five years of experience performing data entry and reporting using HMIS or a similar system.   

Skills:  Excellent verbal and written communication skills. Familiarity with data management systems, data entry, data analysis and reporting. Ability to understand and interpret regulatory and compliance requirements. Excellent computer skills in MS - Excel, PowerPoint, Word, PowerBi, and other online software. Strong project management and organizational skills with proven problem-solving abilities. Ability to provide clear direction and technical assistance to users and external agencies. Ability to work both independently and as a team with other system administrators.
