PURPOSE OF POSITION:

The Procurement Specialist (Buyer) is responsible for ensuring all tasks between ESNG and its Suppliers are negotiated, created, and managed effectively and efficiently to secure an efficient transactional administrative workflow.

SUMMARY:

Under the direction of the CFO, the Procurement Specialist develops and assists in the procurement, implementation and monitoring of supplies, and services.

ESSENTIAL DUTIES AND RESPONSIBILITIES (include, but are not limited to):

  • Implements a planning system that supports organizational supply and service needs.
  • Responsible for establishing purchasing procedures required to fulfill the procurement, inventory, and distribution of required supplies and services.
  • Serve as the point of contact between suppliers and ESNG.
  • Point person for the solicitation and preparation of Request for Quotations (RFQs), Requests for Proposals (RFPs), and Request for Information (RFIs).
  • Create and execute Purchase Orders in Microix consistent with contract requirements.
  • Price analysis of supplies; cost analysis and negotiation of proposals; fact finding in RFI’s.
  • Manage quality, design and payment to vendors.
  • Administer contracts, control costs, and ensure on-time delivery in accordance with program requirements.
  • Reviews cost proposals and pricing information.
  • Compares bids from vendors and determines, or assists with determination, to whom contracts will be awarded.
  • Evaluates vendor proposals to ensure that all requirements are met.
  • Confirms that terms and delivery dates are accurate.
  • Evaluates competence of vendors and reviews their invoices for accuracy.
  • Maintains database regarding vendors’ performance and quality of product(s).
  • Other Duties as Assigned

Physical Requirements

  • The ability to reach, extending arms in any direction.
  • The ability to push or pull objects weighing up to 50 pounds.
  • The ability to lift and carry objects weighing up to 50 pounds.
  • The ability to talk in order to accurately exchange information.
  • The ability to hear in order to accurately exchange information.
  • The ability to see clearly in order to maintain safety, use a computer, and for extensive reading and writing.
  • The ability to work in both indoor conditions and outdoor conditions.

OTHER DUTIES:

Performs other duties as assigned by management.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in business administration, Finance, or closely related field
  • Five (5) years of purchasing experience including federal and state grant requirements; local government a plus

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Must possess demonstrated ability to negotiate with vendors
  • Must possess strong communication and problem-solving skills
  • Experience with Microsoft Office suite of products including Teams, Word, and Excel
  • Experience with an ERP system, preferably Microix
  • Ability to prioritize and multitask  Proactive attitude towards work, teamwork and cooperation
  • Must possess a valid State of Georgia Driver’s license.
