We need you:
CSH is seeking a results-oriented individual committed to racial equity, advancing anti-racism practices, and sharing their talent to support a mission-driven organization that leads efforts to expand housing and service solutions for highly impacted populations. 

To date, CSH has received $358M in NMTC allocations in seven application rounds. We use our NMTCs to invest in real estate projects that will provide healthcare and supportive services to extremely low-income members of the community with chronic health challenges. CSH’s NMTC investments include on-site supportive housing or connect those in need to supportive housing. 

You will report to CSH’s NMTC Director, based in Chicago.  All staff must live within close proximity to a major airport and within our current geographic footprint. Periodic national travel will be required. Please identify location in your application. 

What you will do:

For the NMTC CIO and NMTC SCIO roles:
•    Screen new NMTC opportunities; Maintain a pipeline of potential investments; Work with CSH staff to identify investments that advance CSH’s strategic plan and our local program work. 
•    Analyze the feasibility of NMTC investments, including reviewing real estate due diligence and identifying risks. 
•    Summarize community impacts of potential projects and alignment with CSH’s NMTC investment strategy; Present for approval to our NMTC Advisory Board.  
•    Underwrite NMTC investments; Present for approval to our internal and board credit committees. 
•    Identify financial covenants, reporting requirements, and other ways to mitigate risks. 
•    Review NMTC financial model and loan documents to ensure they comply with CSH’s requirements.  
•    Assist in the preparation of CSH’s annual NMTC application to the Community Development Financial Institutions (CDFI) Fund, part of the US Department of the Treasury.
•    Assist in the design of technical assistance and other support to borrowers that improves connection of investments to supportive housing tenants. 
•    Cultivate and maintain positive working relationships with project sponsors/borrowers, investors, co-lenders, and other external NMTC partners, including consultants, attorneys, and tax accountants.  
•    Create project summaries and other marketing materials for website and general distribution. 
•    Represent CSH at conferences, trainings and events; Make presentations to internal and external audiences. 

For the NMTC SCIO role:
Candidates for the NMTC Senior Community Investment Officer (SCIO) role will perform all of the above and demonstrate sufficient experience and technical depth to strategically pursue, lead, and drive programmatic and investment goals independently with minimal supervision. With the support of the Director of New Market Tax Credits, a Senior CIO will help develop new lending products, including those that support programs that provide services to supportive housing tenants.

Specifically, we are seeking candidates with the following:

•    Minimum of 5 years of experience in real estate development, finance, and/or non-profit lending. 
Experience underwriting investments in community health centers and/or other social service programs is a plus, but is not required. 
•    Bachelor’s degree (preferred). Experience may substitute for education.
•    Familiarity of government funding for community development and affordable/supportive housing, including public incentives, Low Income Housing Tax Credits (LIHTC), and Section 8 programs a plus. Prior experience with New Markets Tax Credits (NMTC) is also a plus, but not required. 
•    Interest in issues related to supportive housing, including homelessness, affordable housing development, public finance, public housing, community development/planning, or support service programs that address mental illness or substance use issues.
•    Success in project management, including helping to create work plans and building teams to advance supportive housing and services development and finance-related activities that advance CSH’s goals.
•    A conceptual understanding of institutional/structural racism and bias and their impact on underrepresented communities.
•    Strong analytical, interpersonal, presentation, and communication skills with an ability to present to racially, ethnically, and socially diverse stakeholders.
•    Candidates seeking to work remote or hybrid must provide their own access to a secure high-speed internet signal (preferably hard-wired) at a capacity sufficient to support video, web, and email processing simultaneously based on their personal work environment. This is typically 100Mb and above.

For the NMTC SCIO role:
Candidates will be considered for the NMTC SCIO role if they have a minimum of 7 years of experience in real estate development, finance, and/or non-profit lending, and particularly deep expertise in affordable or supportive housing development or finance.

For the NMTC CIO:

•    Highest geography (E.G. New York City, San Francisco, Seattle): $121,000 - $151,000  
•    Mid-range geography (E.G. Los Angeles, Chicago, Denver): $110,000 - $137,000
•    Lower mid-range geography (E.G. Minneapolis, Portland, Austin, Las Vegas): $103,000 - $129,000 
•    Low-range geography (E.G. Indianapolis, Columbus, Richmond, Nashville, Atlanta, Tampa, Phoenix): $96,000 - $120,000

For the NMTC SCIO:
•    Highest geography (E.G. New York City, San Francisco, Seattle): $131,000 - $163,000  
•    Mid-range geography (E.G. Los Angeles, Chicago, Denver): $119,000 - $148,000
•    Lower mid-range geography (E.G. Minneapolis, Portland, Austin, Las Vegas): $112,000 - $140,000 
•    Low-range geography (E.G. Indianapolis, Columbus, Richmond, Nashville, Atlanta, Tampa, Phoenix): $103,000 - $129,000.

Our ranges are broad, and it is customary for candidates to join CSH at the lower half of the range to leave room for growth, learning, and development in the role and range. It is uncommon for starting salaries to fall above the mid-point. We negotiate actual salaries with final candidates based on their exact location, experience in similar roles, and expertise related to the qualifications.
