SUMMARY OF RESPONSIBILITIES

The Human Resources Program Manager (HR Program Manager) oversees and manages the programs and daily activities of the Human Resource program including recruiting, hiring, pay and benefits administration, payroll processing, worker compensation, absence management, legal compliance, and all related HR activities.  The HR Program Manager works closely with and reports to the Deputy Director in the direction and management of the HR program.  This role is primarily an on site position with time split between two separate office locations 3 to 4 work days per week.

PRIMARY RESPONSIBILITIES

  • Oversee the Ecology Center’s hiring process from developing job announcements and job postings, candidate screening, and interviewing to onboarding and orientation.
  • Work collaboratively with the Deputy Director to upgrade and continuously improve recruiting and candidate hiring and search processes to attract and retain qualified candidates.
  • Oversee organizational compensation plan and provide support and guidance to supervisors regarding organizational pay; assist Deputy Director in compensation plan updates and revisions.
  • Oversee and manage all existing Ecology Center benefits plans, enrollments and disenrollments, including 401K, medical, dental, vision insurance plans, EAP, and other benefits plans; research and implement new plans as needed.
  • Oversee and manage worker compensation program including claims handling from first report of injury to claims closure; work closely with Deputy Director to analyze injury rates and seek ways to reduce injuries.
  • Directly supervise, hire, manage, evaluate work performance for 1 to 3 staff who provide support to the HR program.
  • Provide ongoing advice and support to directors, managers and staff on HR legal compliance, HR policies, and procedures.
  • Oversee and maintain absence management program and provide support and guidance to staff and leadership regarding all categories of staff leave in compliance with local, state and federal regulations.
  • Work collaboratively with Deputy Director to update and maintain HR policies and procedures manuals including the Employee Handbook, Salary and Wage Policy and Schedule, and other HR reference documents in a timely manner.
  • Oversee all timekeeping and related payroll functions; oversee and process payroll each pay period.
  • Work collaboratively with Deputy Director to plan, direct and administer Ecology Center employee engagement efforts and increase HR connectivity with staff;
  • Work collaboratively with Leadership team and Board in developing and implementing internal diversity, equity, inclusion and justice initiatives.
  • Develop HR training programs and conduct virtual and in-person trainings with staff.
  • Research, analyze data and work collaboratively with Deputy Director to prepare periodic reports on HR metrics.
  • Develop and maintain strong, positive relationships with external service providers.
  • Develop, document, review and revise HR policies and procedures to remain current with changes in law and to align with organizational needs.
  • Create, update and revise job classification specifications and job descriptions as needed to adapt to organizational needs and to ensure legal compliance.
  • Maintain familiarity with, follow, and ensure staff, volunteer, youth intern, and contractor  compliance with all Ecology Center policies and procedures in the performance of duties
  • Perform other duties as assigned

MINIMUM QUALIFICATIONS

  • Bachelor's degree in a human resources or related field and two years of human resource management and supervisory experience, or
  • High school diploma and at least 5 years of relevant human resource management experience and two years of supervisory experience.
  • Considerable knowledge of principles and practices of human resource management, dynamics of employee development and professional growth, and training program design and presentation.
  • Ability to plan, organize and present training activities to diverse employee groups.
  • Ability and willingness to work primarily on site at two separate office locations with time split between each office 3 to 4 work days per week
  • Ability to set high professional standards, and be a proactive worker; Must possess excellent organizational skills
  • Training, demonstrated professional experience, and/or lived experience working with BIPOC and other marginalized communities with competencies relating to social and racial justice
  • Working knowledge of state and federal labor laws and regulations.
  • Ability to compose and present comprehensive reports.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.

  • Extensive knowledge and high computer proficiency in Microsoft Office, Google Suite, and other applications
  • Demonstrated ability to develop and maintain key partnerships with external partners and service providers
  • Considerable supervisory experience and demonstrated ability to effectively supervise and manage a staff of 1 to 3 and provide guidance and advice to other managers
  • Experience developing and managing a program budget

PREFERRED QUALIFICATIONS

  • Possess SHRM-CP or PHR certifications
  • Bilingual in Spanish or Cantonese

COMPENSATION

Full-time, exempt position; starting pay range is $65,586 to $72,133, depending on qualifications. Please note that only internal candidates are eligible for the highest starting pay rate. This position is eligible for benefits which include fully paid employee medical, dental, optional vision plan, fully vested 401K plan, vacation/sick/holiday pay, Employee Assistance Program and EcoStore discount.
