Health Level Seven International (HL7) seeks a Senior Program Manager to join our creative, mission-driven, and intellectually stimulating work environment. In your role as Senior Program Manager, you will be working with world-class leaders and innovators, and making a global impact through health information technology. HL7 convenes stakeholders from industry, government, academia, health and social services, and the public to produce consensus-based standards. With growing use of our standards in health, research, and consumer applications, we are moving toward our vision of a world where everyone can securely access and use the right health data when and where they need it.

You will be responsible for day-to-day operations in our Standards Development program. These responsibilities include managing internal project teams and subcontractors, overseeing the funding proposal and reporting process, budgeting and financial administration, leading requests for proposals, contributing to our strategic goals, providing analytic and management reporting capabilities to the executive leadership team, as well as developing and improving policies and procedures to help us be effective.

This job requires a bachelor’s or advanced degree and five years of project management experience. As a non-profit, we are funded both by our members and services to those members, as well as by external grants and contracts (including from the U.S. federal government). Therefore, experience managing the end-to-end process from grant proposal to successful completion is strongly preferred. We would also prefer someone who has experience managing in one or more of our main activities: software development or implementation, and interoperability-related projects (e.g specification development or pilot testing). Familiarity with HL7’s standards development process would also be a bonus.

We use a combination of internally-developed tools, common office software, and other web applications like Confluence and Jira for getting stuff done. Learning, applying, and fine-tuning workflows with new software applications should be something you thrive on. Being proficient with spreadsheets is key, and familiarity with databases, analytics tools, or programming would be a bonus.

In short, we want to hire an effective and motivated leader who can help our modest but mighty team accomplish even bigger things.

An ideal HL7 Senior Program Manager will have the skills, sensitivity, and personal confidence to tap into the power that diverse individuals bring into a team. They readily develop, implement, and oversee efficient and effective systems that increase team’s productivity and impact. They are technically savvy (though need not be a software developer) and easily learn new tools and applications. And most importantly, they have great "servant leadership" skills and are adept at working with a global perspective.

Some of the Functions You’ll be Responsible For:

  • Overseeing and organizing the work of the Program team. Ensuring that the Program is adhering to its committed deliverables and long term plan. Providing analytical support to the Chief Standards Development Officer and executive leadership team, including development of internal management reporting capabilities and monitoring key business metrics. Promoting a culture of high performance and continuous improvement that values learning and a commitment to quality. Planning, coordinating, and executing budget processes. Advancing projects from concept to full production operation. Preparing and presenting progress reports to clients, granting agencies, or other persons. Overseeing an appropriate system of policies, internal controls, and procedures. Coordinating, assembling, and submitting funding proposals. Developing educational materials (process descriptions, tip sheets, quick start guides, etc) that communicate and build understanding of HL7 processes, tools, and methods Coordinating and convening online events with international participants. Serve as liaison for the Program and the status of its projects. Provide project management support for key projects as assigned. May directly manage and develop other program staff, and/or assume indirect supervisory responsibilities for Program personnel who are not direct reports.
