Georgia Legal Services Program is a leader in creating equal access to justice and opportunities out of poverty for low-income Georgians. We fight for justice where it is most needed. Georgia Legal Services seeks a Payroll Staff Accountant to work in its Atlanta Regional Office.

GOAL:

 To support the Accounting Manager in carrying out all necessary functions for the day-to-day operation of the accounting and payroll functions for Georgia Legal Services Program.

 

l. Ensure that GLSP complies with all LSC requirements, regulations and policies and those of other funding agencies within the framework of the generally accepted accounting principles and practices.

2. Ensure that all “sensitive” management and "personnel" information is kept in a secure location.

3. Maintain all personnel updates, both in the employees physical personnel file and in the payroll software.

4. Ensure that all duties related to the bi-weekly processing of the Program's payroll is processed in a timely manner and meets the requirements of the GLSP Accounting Policies and Procedures, including pay in lieu, loan forgiveness and pay advances.

5. Ensure that the state and federal quarterly reports are processed in preparation for the employees annual W-2 forms.

6. Ensure that the database system for the insurance benefits and human resource data are kept in a secure location.

Payroll:

1. Process payroll status notices for all new employees, salary changes, budget changes, and terminated employees. Set up permanent personnel files for management and bargaining unit staff employees.

2. Process all garnishments, levies and other deductibles upon receipt by following the established rules for these deductions. This information should be kept confidential.

3. Process biweekly payroll system. This includes preparing the Atlanta office master time sheets, receiving and, proofing local office master time sheets, and entering all necessary changes into the human resource’s payroll systems using the established procedures.

4. Proof payroll tax data for accuracy after receiving the payroll register report of the biweekly payroll data. Provide to the Senior Director of Finance and Administration for review.

5. Process payment requests for all payroll reimbursable accounts. These accounts include

annuity, union dues and garnishment accounts.

6. Maintain up-to-date human resource files on each employee and contractual employee, both active and inactive.

7. Maintain all payroll records, including time sheets, payroll register, labor distribution, master hand control, deduction register, payroll tax information, all edit reports and manual hand control for all payroll totals.

8. Maintain Workers' Compensation and unemployment files Program-wide.

9. Distribute monthly list of new hires and terminations to Executive Administrative Assistant for current monthly roster.

10. Review for accuracy all federal and state quarterly reports for the Program.

11. Maintain and prepare all census reports, as required.

12. Update address status for all employees for the current year for the distribution of year end W-2's and Program mailing listing.

13. Prepare fringe benefit reconciliation for review by Accounting Manager.

 

Journal entries:

1. Prepare, review and post bi-weekly payroll general ledger journal entries.

2. Prepare monthly journal entries for the accrual of the monetary value of vacation hours for the current month.

2. Prepare journal entries for any necessary time changes after the payroll has been processed.

3. Prepare journal entries for all miscellaneous payroll deductions.

 

Insurance:

1. Keep either physical or electronic files on all forms of insurance as required by the provider, including group insurance, optional life insurance, long-term care, health flex accounts, and short-term and long-term disability insurance.

2. Reconcile all Optional Life, LTD and STD, and LTC insurance bills and prepare invoices for payment.

4. Enter necessary information when needed into the payroll processing system.

5. Monitor employees input into the payroll processing system for open enrollment and any allowable changes during the year.

 

Grants:

1. Produce monthly Payroll Report for Grants and Contracts Accountant.

Accounting:

1. Reconcile revenue accounts monthly.

2. Reconcile various balance sheet accounts monthly.

 

Other Items:

1. Maintain confidential employee records and other human resource information.

2. Punctual and cooperative and works well with Program staff.

3. Monitor and report workload problems to supervisor.

4. Recommend revisions to Program procedures as necessary.

5. Maintain written procedures for processing payroll and all other duties.

6. Identify, report, and help resolve any potential problems when necessary.

7. Perform other tasks when assigned by Supervisor.

Requirements:

3-5 years of relevant experience in Payroll

Advanced Excel skills

Paylocity experience is a plus

Data Entry with minimal errors

Ability to maintain and update employees' payroll files.

Excellent organizational and communication skills.

Detail oriented with results-driven problem solving skills

Excellent analytical and quantitative skills

Bachelor's degree in Business, Finance or Accounting a plus
