POSITION OVERVIEW
Reporting to HL7's Chief Standards Development Officer, the Contract Support Specialist is a funded, full-time (or near full-time), non-volunteer position in HL7 International. This individual provides effective, timely, and compliant analysis and administration of grants, contracts, and cooperative agreements. This individual works with HL7 staff, partner organizations, sponsors, subcontractors, and vendors to manage the full lifecycle of sponsored and internally-funded projects (from pre-solicitation review through to proposal, negotiation, award, administration, reporting, and close-out). This individual also supports the HL7 FHIR Accelerator Program through establishing statements of understanding with members and managing contracts supporting the work of the Accelerators.
RESPONSIBILITIES
- Assist HL7 staff in assessing funding opportunities and submitting applications for sponsored work (e.g., grants, contracts, cooperative agreements) to government (e.g., federal, state) and non-profit (foundations, educational institutions, research organizations) entities
- Under the direction of HL7 leadership, negotiate with sponsoring agencies and writes technical contract language covering such issues as intellectual property rights, cost-sharing, fiscal and procedural constraints and other similar matters.
- Consult with HL7 Principal Investigators (Project Directors) during proposal development to interpret agency policies and procedures, forms, budget and cost sharing requirements, deadlines, as well as to ensure that Principal Investigators are aware of applicable policies and procedures.
- Analyze and review proposal budgets for format and cost account consistency.
- Determine compliance with applicable regulations, clearances, and certifications for both applications and awards.
- Assist in obtaining approvals necessary for sponsored grants, contracts, subcontracts and other agreements in accordance with sponsor and HL7 procedures.
- Serve as liaison between HL7 and granting agencies.
- Negotiate with sponsors, contractors, or vendors to provide for modification or removal of inappropriate or unacceptable terms and conditions, fiscal reporting requirements and payment schedules.
- Follow (and improve where necessary) HL7's policies for contracted work: (a) where needed secure HL7 Executive Committee approval of agreements and contracts associated with the project/opportunity (b) prepare Request for Information (RFI), Request for Proposal (RFP), and other notices, coordinate review processes, participate in the review and selection of contract awards
- Review all contracts on which HL7 is a signatory
- Monitor and review active projects; perform follow ups and reports, as needed, to HL7 leadership and government entities.
- Develop legal agreement(s) for all projects associated with the project/opportunity.
- Retain master copies of all contracts.
- Monitor and manage project progress against deliverables.
- Develop Contractor Master Agreements, Scope of Work statements, Amendments, and other contracts for subcontractors to HL7.
- Develop and establish statements of understanding with members of various HL7 FHIR Accelerators.
- In collaboration with HL7 financial staff, prepare and distribute project/financial reporting and W9 forms for contracts as required by law and government entities.
QUALIFICATIONS
- Bachelor's degree required. Paralegal, Juris Doctor or advanced degree a plus.
- At least 2 years of experience supporting similar business activities, especially US federal government grants and contracts.
- Advanced qualifications such as Certified Federal Contract Manager (CFCM) a plus.
- Experience reviewing contracts and awareness of key contractual terms.
- Experience utilizing sponsor systems including Grants.gov.
- Experience with Healthcare industry preferred, but not required.
- Knowledge of and ability to interpret Federal Acquisition Regulation (FAR) and elated guidance about use and management of federal funds, such as

- Proven ability to work independently.
- Remote work encouraged (working hours in Continental US Time Zones required)
- Ability to write and interpret technical contract language and understand its implications.
- Ability to effectively communicate with and serve as liaison between granting agencies and HL7 leaders.
- Advanced work processing, spreadsheet, presentation, and PDF skills.
