FIELD REPRESENTATIVE I

 

Labor Grade T

General Statement of Duties

Performs professional duties with regard to all facets of labor relations in the public and private sector.  Responsible for taking initiative in developing own schedule and modifications of same as need arises. Assists, teaches, and advises stewards and other members in trainings. Works to build the union and increase membership and membership participation. Assists in organizing campaigns. Performs basic representational duties for members and the SEA including grievances, appeals, collective bargaining, LMC’s and safety committees. Assists other SEA staff with unfair labor practices, arbitrations, and appeals to administrative boards.

Supervision

Works under the Field Operations Administrator. Takes direction from Field Representative III, Executive Branch Negotiator and/or Legal department staff as may be applicable.

Supervision Exercised

Has no direct reports. May occasionally direct tasks of administrative staff.

Example of Duties

Performs basic organizing and representational responsibilities including:

  • Grievances Appeals New employee orientations
  • Develops member leaders and works to increase member engagement
  • Assisting in chapter elections, chapter meetings, LMCs, and safety committees.
  • May be asked to assist in outside organizing campaigns or raid prevention.
  • Assists legal counsel, exec. branch negotiator, and/or field representative III with arbitrations, PAB appeals, and/or mediation and fact finding occurring in employee’s unit(s).

 

Will be assigned a mentor to learn about unfair labor practices, impasse proceedings, arbitrations, PAB hearings, external; internal organizing campaign strategies and techniques, and relevant political process and functions.

Assists a Field Representative II or III, Executive Branch Negotiator and/or legal staff in the collective bargaining process.

Interprets laws and contract language for members.

Participates in the training of bargaining teams and their members, as well as other trainings such as member leader and steward training.

Makes contact with various state, municipal and county government bodies and agents.

Attends chapter and committee meetings as assigned.

Assists the Communications Department  regarding articles for organization publications or media inquiries.

Works to strengthen the union, including membership recruitment, and helps to further the legislative or political objectives of the union.

Other duties as assigned.

Normal assigned workload combined shall have between 1000 and 1500 bargaining unit members between no more than 18 bargaining units. Actual numbers may vary based on bargaining unit size and other factors noted below.

Assignment Considerations

Assignment of units will be based on fact specific business needs at any given time, but should consider the following factors to guide assignment choices:

Geography of assigned units; Industry type (law enforcement, health care, tech, etc…); Level of difficulty (i.e. unit has frequent or less frequent representations or unit has high or low level of membership participation) Personal background, past work history, or past successes or failures with similar groups

Desired Minimum Qualifications

Bachelor's Degree or higher in Labor Employment Relations or related field and/or prior professional experience in labor and/or personnel relations. Must have strong communication and analytical skills.

JD Preferred, law enforcement or legal background desirable.
