Job Title: Refugee Career Pathways Case Manager

Job Summary: Under the supervision of the Economic Empowerment Manager, the Refugee Career Pathways (RCP) Case Manager will plan, direct and coordinate activities of the RCP Program. The Refugee Career Pathways Program provides employment opportunities and creates lasting linkages with mainstream career pathways systems to improve refugees' long-term integration and career opportunities. She/he will be responsible for recruiting 40+ RCP Program participants per year to increase access to employment opportunities, vocational/ESL training, and higher education/recertification. She/he will be responsible for ensuring that all reports and case files are complete and accurate and that the required information is collected and documented. She/he will monitor collaboration and teamwork among the program staff and report issues to the Economic Empowerment Manager. She/he will cultivate relationships with community resources and employers, including private employment agencies, Public Agencies, universities, and technical schools. She/he will ensure that the goals and objectives of the RCP program are accomplished within the prescribed time frame and budget. Responsibilities include client recruitment, assessment, enrollment; case management and career counseling; job development; resource development; report writing, and case file monitoring.

Essential Responsibilities / Accountabilities:

  • Understands and is aware of all aspects of the programs contractual requirements, consistently staying abreast of any changes therein.
  • Organizes and coordinates the programs activities in compliance with all contract and regulatory requirements.
  • Works with the INSPIRITUS employment services staff to identify and develop job leads and connect clients to needed employment resources.
  • Works with the INSPIRITUS youth program staff to recruit clients and provide education and training navigation to RCP program participants.
  • Ensures all documentation is accurately prepared for clients by program staff.
  • Ensures that clients receive the services outlined in the contracts.
  • Ensures that all services provided are properly documented and meet or exceed contract standards and guidelines.
  • Oversees reports and proposals to LIRS and any other data to ensure they are complete, accurate, and up-to-date.
  • With the Refugee Services, Compliance Managers develop a tool to assess refugee and stakeholder program satisfaction. Develops and implements quality improvement plans based upon the assessment.
  • Helps ensure the coordination and integration of services. Coordinates program activities with related activities within the department and in other departments to ensure efficiency and economy.
  • Coordinates with the Volunteer Coordinator to recruit and manage volunteers to provide career mentoring to 50% of RYCP participants.
  • Assists staff with issues or grievances that may arise with clients, the community, etc.
  • Helps respond to monitoring and audit reports and implements required changes.
  • Designs and builds a program model that can be replicated with other populations.
  • Assists in securing funding for current and new programs.
  • Participates in INSPIRITUS functions and public relations activities.
  • Participates in training and professional conferences to keep abreast of current trends.
  • Conforms with and abides by all regulations, policies, work procedures, and instructions.

Financial Responsibilities:

  • With the Economic Empowerment Manager, responsible for oversight and monitoring of budget

Minimum Qualifications:

  • Bachelors degree or international equivalent in a social service or business field and minimum of two years of previous direct work experience in youth services or employment, or an equivalent combination of education and experience
  • Experience navigating American education/vocational programs
  • Excellent oral and written communication skills in English
  • Experience working in a culturally diverse environment
  • Ability to balance the needs of the client and the employer
  • Conviction about the capacity of people to grow and change
  • Must have the ability to communicate with all persons in a culturally competent manner.
  • Must be sensitive to the service populations cultural and socioeconomic characteristics.
  • Ability to set limits and maintain the helping role of the practitioner
  • Excellent computer skills, accurate typing, and knowledge of Microsoft Word, Excel, and Outlook
  • Must own a personal multi-passenger vehicle, hold a valid Georgia Drivers license, have a good driving record, and have appropriate personal auto insurance

Desired Qualifications:

  • Masters degree in business, social science, or social work field.
  • Experience supervising diverse staff and/or volunteers
  • Familiarity with major Atlanta employers and educational institutions, community resources, public transportation, and neighborhoods
  • Experience working directly with young adult populations
  • Experience with human services programs
  • Reads, writes, and speaks a relevant foreign language.

Physical Demands: Regularly required to talk and hear in person and on the telephone. Required to stand, walk, sit, use hand to finger, handle or feel objects, tools or controls: and reach with hands and arms to operate a computer and other office equipment. Required to operate a personal vehicle. The employee frequently lifts and or moves up to 10 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Working Conditions: While performing the responsibilities of this job, the employee travels by personal motor vehicle and is exposed to changing weather conditions. May perform job functions at out-posted locations as assigned.
