CARE is seeking a Learning Tours Program Manager (up to 50% travel) to support the Deputy Director of CARE’s Learning Tours.” Since 2009, CARE has led an innovative program called the Learning Tours.

The program takes policymakers, government leaders and change-makers on short, intensive trips to hear directly from the people whose lives are being transformed through U.S. investments in foreign assistance.

CARE believes that when leaders can authentically connect with the people behind the statistics, they will be inspired and motivated to lead the fight to end poverty and achieve social justice. With that in mind, our Learning Tours are carefully mapped out to take delegates to the villages and communities where humanitarian and development programs have successfully provided women and families with the tools to transform their lives.

Since the advent of the pandemic, the Learning Tours team has also developed a hybrid Virtual Learning Tour model that digitally connects legislators.

Job Responsibilities:

Trip Planning and Execution

Lead and/or support relationship management and coordination with CARE country office, US Mission, implementing partners, in-country vendors, and consultants to prepare for and implement the pre-advance planning trip, pre-delegation advance trip, and delegation trip.

Lead and/or support pre-advance planning trips and Ethics Paperwork submission process for the House Foreign Affairs Committee and the Senate Foreign Relations Committee. Delegation Recruitment

Lead recruitment strategy to secure strategic and diverse delegations (including Members of Congress, congressional staffers, technical experts, donors, corporate partners, media and policy influencers) for all Learning Tours program activities, including Virtual Learning Tours, in-person Learning Tours, and alumni activations.

Lead and/or support on all delegation recruitment activities including drafting and sending invitations, managing follow up to secure trip delegations. LT Alumni Management

Lead and/or support on Learning Tour Alumni cultivation and relationship management including drafting and managing the implementation of cultivation plans.

Collaborate with Learning Tour team, the Citizen Advocacy Network team, Government Relations team as well as other internal teams on engagement events in order to leverage Learning Tour alumni to further CARE advocacy priorities.

Ensure consistent outreach to and engagement of LT Alumni network is be executed across the department Cross Department Initiative Support

Provide support to cross-departmental initiatives as needed, including but not limited to the CARE National Conference, CARE on Tours, International Women’s Day, and World Food Day.

Qualifications:

A Bachelor’s Degree in International Relations or equivalent combination of education and work experience.

Experience/Technical Skills

  • The Program Manager must have at least 2-4 years of experience with a background in advocacy, US government, international development and/or humanitarian response.
  • Experience managing projects in a complex, international organization.
  • Experience traveling and/or working in low- and middle-income countries world.
  • Experience with political and/or social change advocacy campaigns.
  • Experience planning and managing Congressional delegation travel and/or other VIP travel overseas Desired:
  • Experience developing and managing partnerships and alliances.
  • Experience with and knowledge of how USG policy is made and implemented.
  • Proficiency in a foreign language is preferred.
