The Leonard Davis Institute of Health Economics at the University of Pennsylvania (Penn LDI) is a mission-driven organization, dedicated to improving health and health care by catalyzing collaborative, multidisciplinary research that influences policy and practice. Penn LDI is powered by a team of dedicated staff who are committed to creating impact through better health policy and health care, and we are currently looking for a new Senior Policy Strategist to join our team.

Job Description

The Senior Policy Strategist will be a key team member responsible for shaping Penn LDI's near- and long-term policy objectives and directing and implementing Penn LDI's policy initiatives, with a particular emphasis on connecting Penn LDI research to policy audiences. This position is an exciting opportunity for an experienced individual interested in working to impact and influence research-driven health policy, particularly in the areas of health care access and coverage, health equity, care for older adults, the opioid epidemic, and population health.

Key responsibilities in this job include:

• Advising LDI's Director of Policy and Executive Director on current policy “hot topics” and events to help shape LDI initiatives and events focused on important health policy debates. This involves a having a very strong working knowledge of current and upcoming legislative, regulatory, and/or judicial decisions that will impact health policy. The Strategist will also help identify and convene a diverse set of local and national experts and stakeholders in these areas.

• Connecting Penn LDI Fellows with policy-relevant networks, including local, state, and federal government officials, governmental agencies, policy thinktanks, committees, non-partisan non-profit organizations, and Penn's government relations staff. The Strategist will use these networks to promote evidence-based research to key audiences.

• Identifying and completing special projects that represent strategic policy opportunities for LDI. This may include working with LDI leadership on original research from LDI or synthesizing evidence to create policy-oriented white papers and briefs.

The ideal candidate for this position is expected to have sufficient research background and training to contextual Penn LDI Fellow research within wider policy discussions and to critically review published research studies and understand study limitations. In addition, the Strategist must successfully engage with faculty in both advising faculty on policy-focused dissemination of their research and also collaborate on the development of written content.

A Master's degree with sufficient experience in health policy is required; PhD in health policy or related field is preferred. A minimum of 5 -7 years of experience in a policy-related field, or an equivalent combination of education and experience, is required. Subject area expertise in one or more LDI focus areas (health care access and coverage, health equity, improving care for older adults, opioid epidemic, population health) is strongly preferred. Experience at a federal government department or agency is preferred.

Successful candidates will be motivated by the opportunity to identify and amplify cutting-edge health policy research for a national audience, build and share their expertise with the LDI community, and enjoy a dynamic and exciting work environment. This role requires exceptional skills in: writing and editing, communicating with multiple constituencies, and working independently and in a team-oriented, collaborative environment. The Senior Policy Strategist must be detail oriented, excel at problem solving and multitasking, and be a self-starter with a results orientation.

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, as well as internal and market factors and grade profile.
