Job Title: Program Manager – Housing Team (Full-Time)

Job Description: Ensure the coordination of interagency efforts to assess, document, refer and/or divert families from homelessness; reduce the time families spend in homelessness; and provide culturally competent, professional, and relational services to persons in need, volunteers, interns, and staff in accordance with the DCM core competencies.

Reports to:  Executive Director                               

Status:  Non-exempt

Responsibilities & Duties:

Supervision: Responsible for the daily operation and supportive services of housing programs to ensure that service delivery supports a client connection to permanent housing, and improved access to medical health treatment, mental health treatment, counseling, mainstream resources as well as post discharge follow up.

  • Ensure program compliance with:
    • Housing First Approach and Low barrier services
    • Fair Housing and Equal Access philosophies 
    • Housing Support Standards and the agency Language Action Plan

Training: Train staff to ensure data quality, understanding of program guidelines and standards and orient worker with appropriate policies, regulations, and procedures; evaluates worker development, performance, and problem areas to determine training needs; takes corrective action where necessary. Ensure that all housing staff are well versed in guidelines associated with LEP, Equal Access, the Housing Support Standards, as well as the McKinney Vento Act.

Community Collaboration: Participate in conference calls, webinars, and collaboration meetings to support resource and system coordination. Communicates with other public and private agencies and institutions to exchange information and develop resources.

Administrative

  • Fiscal Oversight: Review both HMIS and all client files after full assessment to ensure that only eligible clients are served within DCM programs and that plans for appropriate referrals for families have been established given available resources within DCM and the DeKalb County Continuum of Care.
  • Program Reporting: Submit Monthly reporting to Executive Director providing qualitative and Quantitative reporting on program outcomes, successes, and challenges. Ensure the timely and accurate completion and submission of all monthly and annual reporting including both qualitative and quantitative reporting.
  • Data Integrity: Perform monthly review program level data entries in the HMIS system to ensure data quality

Facilities: To ensure that clients enjoy safe and decent housing services, Program Manager will coordinate all requests for facilities maintenance for residences, including cleaning, repairs, furnishings, supplies, routine, and preventative maintenance.
