SUMMARY OF POSITION

PHI’s State Policy Advocacy Specialist improves job quality for direct care workers by deepening and expanding our state-based advocacy approach.  Experienced in policy implementation, government relations, and advocacy capacity building, the State Policy Advocacy Specialist works closely with various state-level stakeholders to advance policy, regulations, and other strategies that improve compensation, training, and other dimensions of job quality for the direct care workforce.

POSITION RESPONSIBILITIES

  • Embrace PHI’s signature advocacy approach of providing data-driven consultation and technical assistance to advocates, government officials, and other policy leaders on the unique policy solutions needed to transform direct care jobs. 
  • Collaborate with state and local organizations to identify policy priorities and opportunities for collaboration and joint impact.
  • Contribute to the creation of a state-based learning network on direct care workforce advocacy through technical assistance, identification of best practices, and convenings.
  • Design and deliver oral and written testimony, webinars, conference presentations, and other types of presentations to a range of audiences.
  • Work with the Director of Advocacy and the PHI Policy Team to inform and implement PHI’s state-based advocacy model, set short- and long-term goals, identify annual priorities, develop work plans, and monitor and evaluate progress.
  • Support advocacy-related communications including writing blog articles and contributing to social media messaging.
  • Serve as a resource to PHI’s Workforce Innovations Team on workforce policy and collaborate with PHI’s Workforce Innovations Team to inform the policy context of their training, advanced roles, and other workforce interventions for direct care workers.
  • Contribute to PHI’s efforts to bring a diversity, equity, and inclusion lens to our work, particularly in PHI’s advocacy activities.
  • Represent PHI’s Policy Team in internal and external meetings, where appropriate, such as staff retreats, meetings, webinars, and conferences.

QUALIFICATIONS

  • Minimum five years’ experience in policy advocacy, preferably on issues related to workforce development, aging, disability, long-term care, and/or social and racial justice.
  • An understanding of—and strong commitment to addressing—the key issues impacting the direct care workforce.
  • Ability to manage several complex projects simultaneously, often under tight deadlines.
  • Excellent written and oral communication skills. Self-motivated, with the ability to work well independently and as part of a team.
  • Experience working effectively with and facilitating collaboration among diverse individuals and groups.
  • Commitment to – and experience with – racial, gender, and economic justice approaches.
  • Proficient computer skills, including Microsoft Office Suite.
  • Moderate travel required. Bachelor’s degree required, Master’s degree or equivalent experience preferred.

The position reports to PHI’s Director of Advocacy.

LOCATION

PHI has adopted a hybrid work environment.  Remote candidates will be considered for this position.
