ABOUT GOVERNING FOR IMPACT

Corporate and other entrenched interests devote vast resources to pursuing their policy agendas — resources that advocates representing everyday, working Americans often lack.

Governing for Impact (GFI) seeks to fill this gap and ensure that the federal government works more effectively for everyday Americans. Through collaboration with partners, they help drill down on the nitty gritty details of executive branch policy development and implementation.

GFI was founded in 2019 to prepare a new Administration for transformative governance. The organization prepared more than 60 in-depth regulatory recommendations for over a dozen federal agencies.. Now GFI is building out a regulatory shop that will continue to develop federal policy proposals. The four person team is based in Washington, DC. Recent projects have included proposals to allow 200,000 uninsured people (mostly women and children) to gain coverage and to permanently cancel student debt for individuals who are totally and permanently disabled.
 

ABOUT THE ROLE

Governing for Impact (GFI) is hiring a Policy Counsel to join their growing team and to help develop regulatory proposals around their core issue areas (Labor & Education, Consumer Protection & Finance, Climate & Environment). Primary responsibilities will include conducting legal research, leading outreach to external counsels and other stakeholders, drafting regulatory policy recommendations, and writing internal and external documents analyzing complex legal issues. You’ll be successful in this role if you are a strong legal researcher, an excellent writer, and have experience with administrative law, statutory interpretation, and the policymaking process generally. Governing for Impact does NOT participate in any litigation.

 

KEY RESPONSIBILITIES 

  • Research actions taken by federal administrative agencies, legislatures

  • Develop policy proposals, from initial conception to drafting potential regulatory language

  • Build relationships with external organizations and networks active in related policy areas

  • Analyze potential legal issues and come up with ways to mitigate potential risks


QUALIFICATIONS

This said, we are most likely to be interested in your candidacy if you can demonstrate the majority of the qualifications and experiences listed below:

  • J.D. from an accredited law school required

  • Active membership in the bar of a state or the District of Columbia

  • Minimum experience of three years in a policy, research or legal role, preferably in a government, non-profit or campaign setting

  • Ability to understand and summarize complex regulatory actions

  • Excellent legal research and writing skills

  • Excellent interpersonal skills- in person, by phone and over Zoom

  • Ability to work independently, as well as within a team, under tight deadlines

  • Highly organized and attentive to detail

  • Self-motivated and able to handle multiple projects simultaneously and see them through to completion

  • Demonstrated experience cultivating relationships with partner organizations

  • Familiarity with administrative law, including the Administrative Procedure Act is preferable

 

 

COMPENSATION & BENEFITS 

This is a full time exempt remote/hybrid eligible role with a salary range of $130,000 to 160,000 depending on experience. Governing for Impact is a project of New Venture Fund (NVF), a 501(c)(3) public charity that incubates new and innovative public-interest projects and grant-making programs. New Venture Fund offers a comprehensive benefits package that includes 100% employer-paid health, dental, and vision insurance; 3% automatic contribution and a 3% employer match on 401(k) contributions; pre-tax transportation benefits; and generous paid holiday, vacation, sick, and volunteer time off. Additionally reimbursements for fitness, cell phone bills, and home office expenses are available. All New Venture Fund employees are required to keep time sheets. This position will report to the Executive Director.
