Compassionate Education Systems is an initiative aimed at improving the educational experiences of children and youth in foster care within the Antelope Valley region of Los Angeles County. This initiative operates at systems, youth, and community levels to ensure students in foster care experience compassion by the adults entrusted to support them and are supported on their path to graduate from high school with many opportunities ahead of them. NCYL partners with the Lancaster School District, Antelope Valley High School District, Department of Children and Family Services (DCFS), and other stakeholders to implement this program.
NCYL seeks a Program Manager to lead a demonstration site in Antelope Valley, a collaboration with the County Office of Education, DCFS, and school districts, aimed at improving educational experiences for students in foster care in the region. This is an exciting opportunity for an individual with a passion for education and creating equitable experiences for all young people to receive the education they are entitled to.
- Lead and facilitate collaboration between leaders from key agencies in the county, including the County Office of Education, DCFS, school districts, probation agencies, postsecondary, and a multitude of community agencies.
- Support the development of local policy.
- Supervise four Education Liaisons who work directly with youth and ensure a collaborative culture.
- Advocate across the county to ensure support is provided to transition-age foster youth to help them develop the skills and capacities needed to champion their own education and career goals.
- Ensure that educational information and goals are included in youth case and transition plans, and strong communication structures are set up between service providers, agencies, and organizations.
- Establish and maintain collaborative working relationships with policymakers and partner agencies in the county.
- Work with project staff to ensure appropriate data is available for programmatic purposes and is collected for evaluation purposes.
- Support cross-team development and learning.
- Train and support external partners and stakeholders interfacing with youth in foster care and their education.
- Ability to pass DOJ & FBI background checks.
- A valid California driver’s license and regular access to a reliable vehicle.
- According to new County contract policy, must be vaccinated against COVID-19.
- A minimum of 5 years in the fields of education, child advocacy, or social work.
- Experience supervising and supporting staff.
- Knowledge of relevant laws and protections for youth in foster care, including the Every Student Succeeds Act.
- Ability to use a racial justice lens.
- Demonstrated connection to the Antelope Valley community.
- Ability to stay organized with multiple work streams and frequent change.
- Excellent creative problem-solving skills.
- Knowledge of trauma-informed practice.
- Ability to navigate cloud servers, Zoom, phone systems and other software.
- Excellent interpersonal skills.
- Experience managing complex projects with a multitude of partners.
- Familiarity with and ability to navigate education and child welfare systems.
- Strong analytical and problem-solving skills.
- Experience working directly with vulnerable children and parents.
- Bilingual in Spanish preferred.
Prolonged periods sitting at a desk and working on a computer. Requires ability to travel, to work from shared working spaces in schools, and to work remotely on an occasional basis.
Salary, Benefits & Location
This is a full-time, non-exempt position. The salary is competitive at $88,675.00 annually.

Candidates must reside in or near Antelope Valley, California, which is 75 miles north of Los Angeles. This position requires weekly travel to multiple sites in Antelope Valley.
