Deputy Director for Mobility Counseling for the Division of Tenant Resources

The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners.

Section 8, also known as the Housing Choice Voucher Program, provides federal subsidies to eligible families with low income to rent decent, safe, and affordable housing in a neighborhood of their choice.  Under the supervision of the Executive Director of Policy and Special Programs in the Division of Tenant Resources (DTR) in the Office of Financial Management and Tenant Resources, the selected candidate will be responsible for implementing Mobility Counseling program – Community Choice Demonstration.  In partnership with the US Department of Housing and Urban Development, HPD will provide special services and incentives to owners located in certain neighborhoods in New York City that have been traditionally difficult for Section 8 voucher holders to access.  The program will provide counseling services to existing Section 8 participants and a limited number of new Section 8 applicants interested in moving to these areas. The program will be one of nine sites across the country selected to participate in a research study.  

The Deputy Director will play a major role in providing analytic, policy development and program management guidance to HPD, to HUD and other stakeholders along the way.  In the Community Choice Demonstration, the Deputy Director will oversee enrollment, delivery of orientation workshops and delivery of pre- and post-move counseling services to participants.  The Deputy Director will also coordinate owner and broker outreach and recruitment, as well as service delivery within other DTR administrative units responsible for processing moves. The candidate will directly manage three staff members, one providing owner/broker services and two providing pre- and post-move tenant services on a one-on-one and group basis.   

The Deputy Director will also be responsible for determining the needs of program participants and collaborating with HUD and researchers involved in developing a plan for how to better meet these needs with existing or new partners and resources.   The candidate will monitor mobility and housing choice voucher related policy changes, analyze impact and coordinate response as necessary and produce related reports, memos, training materials and spreadsheets, as required.
The Deputy Director will regularly meet with DTR Policy and Executive staff to evaluate performance and service design for Community Choice and other mobility counseling related initiatives.  She/he will also be responsible for overseeing the collection of program data and for reporting on various metrics.  

The selected candidate will represent the Executive Director of Policy and Special Programs at internal and external meetings, resolving issues of concern to service delivery, tenants, landlords, the agency, and the public. She/he will also assist with public outreach programs, ensuring that accurate information is relayed to landlords, tenants and the public, elected officials, and other governmental entities. 

The Deputy Director will be responsible for overseeing program spending and budgeting.  Though the pilot will be federally funded, long term programming may require fundraising, program re-design and research participation.  This may involve preparing proposals and responding to funding opportunities from foundations and other partners in the private sector.  

Preferred Skills
•    Strong written and oral communication skills
•    Excellent analytical and interpersonal skills
•    Experience creating policy documents, procedures, proposals, and reports
•    Social Work and Case Management experience a plus  
•    Prior experience with the Housing Choice Voucher or other tenant-based voucher programs is a plus.
•    Prior experience in real estate industry as property manager or housing service provider is a plus. 
•    Comfort with electronic databases, survey design and analysis of responses will be key requirements for the position.

Salary for this position is: $74,650 - $85,847
