SUMMARY OF POSITION

The Research and Evaluation Associate supports PHI’s strategy for building the evidence base on state and national policies and workforce interventions that improve the quality of direct care jobs and the quality of long-term services and supports for older adults and people with disabilities. The Research and Evaluation Associate is responsible for designing and implementing specific research and evaluation activities, as well as managing key PHI resources, such as the Workforce Data Center and the National Direct Care Workforce Resource Center.

POSITION RESPONSIBILITIES

  • Conduct background research and analysis and produce internal reports, as needed, on various topics related to direct care workforce policy and practice. Collaborate with PHI colleagues on a range of research and evaluation projects, including by leading or contributing to: study design; instrument development; collection, cleaning, and/or analysis of quantitative and qualitative data; and production of data visualizations and other materials. Manage PHI’s Workforce Data Center, Training Standards, and Matching Service Registries webpages, including by conducting periodic research and managing online updates. Lead or contribute to the drafting of reports, briefs, fact sheets, blog articles, and other written outputs based on PHI’s research and evaluation efforts. Oversee PHI’s National Direct Care Workforce Resource Center, including by completing regular content updates and exploring ways to promote the Resource Center. Respond to and/or coordinate discrete research and evaluation inquiries, such as time-sensitive requests for workforce data points from policymakers, journalists, and others. Contribute to PHI’s efforts to bring an equity lens to our work, particularly in our research and evaluation activities. Represent PHI’s Policy department in internal and external meetings, where appropriate, such as staff retreats, meetings, webinars, and conferences. Provide additional project support as needed.

QUALIFICATIONS

  • Demonstrated strength in research and evaluation. Training and experience with analysis of microdata (including using statistical software such as Stata) strongly preferred. Excellent written and oral communication skills. Ability to distill and simplify complex quantitative and qualitative information for presentation to a wide range of audiences and in a variety of formats. Demonstrated interest in social and economic justice issues, with experience in long-term care, aging and disability issues, or workforce development policy. Ability to work independently and manage competing priorities in a fast-paced environment. Experience working with diverse colleagues and perspectives and demonstrated commitment to diversity, equity, and inclusion. Bachelor’s degree in public policy or administration, public health, education, political science, sociology, or a related field; Master’s degree preferred. At least two years of professional experience in public policy research or related field.

REPORTING RELATIONSHIP

This position reports to PHI’s Data and Policy Analyst.

LOCATION

PHI’s Bronx office is closed due to safety concerns surrounding COVID-19. All staff are currently working remotely until further notice. Remote candidates will be considered for this position.
