ORGANIZATION OVERVIEW 

Quality Care for Children (QCC) is an Atlanta-based nonprofit agency that has been serving families and child care providers for more than 40 years.

POSITION SUMMARY 

The Director of Parent Services functions as the lead for all of QCC’s services for parents. The Director is responsible for coordinating existing programs for families with young children as well as looking for new opportunities to enhance QCC’s approach to assisting families in collaboration with partner agencies. The Director is responsible for overall administrative and management functions of the programs, daily operation of services, supervision, budgeting and training of professional staff.  

The Director also functions as a liaison with funders, local schools, and city and state governments.  Additionally, the Director is a champion for higher quality in child care and works closely with a variety of community-based organizations. The position entails the development or new parent programming in addition to enhancing current ones.  

RESPONSIBILITIES 

Supervision and Management (50%) 

  • Provide direct supervision to approximately 10 professional staff.   
  • Plan and schedule on-going workload assignments; set and adjust work to be accomplished by staff; adjust program and project priorities in consultation with VP; prepare schedules for work completion. 
  • Conduct regularly scheduled supervision meetings with staff; provide regular and appropriate feedback including training, opportunities for professional growth, verbal and written improvement plans when needed, and annual evaluations. 
  • Ensure program activities align with our strategic plan goals and objectives. 

Program Management, Oversight and Development (50%) 

  • The Director provides oversight of all program contracts to ensure successful implementation, coordination of services, achievement of program performance goals, and evaluation of services provided.   
  • The Director implements and monitors Parent Services programs and projects and ensures that they are in compliance with contracts, partnership agreements, and all other funding requirements, program goals, and stakeholder expectations.   
  • The Director uses data, evidence-based practices, evaluations and trends to develop new programming while building partnerships with the various community-based organizations throughout the state. 
  • The Director constantly assesses programs and services for continual improvement.  
  • The Director aligns decisions with equity goals of the organization.  

Programs Description 

The Director oversees five key programs within the department, and articulates the goals, objectives, and impact of each program. The Director also focuses on strategy, implementation, and delegation of projects appropriately in order to reach the overall goals. 

The Call Center

  • 877-ALL-GA-KIDS – Statewide parent referral service offered at no cost to parents who are seeking childcare or summer camps.   
  • Community Outreach – Planned community engagement each month which helps parents identify high quality child care options and promotes Quality Rated Child Care and www.qualityrated.org  

Georgia Parent Power

  • Parent webinars and learning opportunities using Strengthening Families framework 
  • Statewide text messaging service to parents in Georgia 
  • Parent advocacy  

Boost  

  • Parent-Child Success Scholarships – Tuition Assistance program that provides child care assistance for parents that do not qualify for GA CAPS subsidy 
  • Making College Possible – Tuition Scholarship program that pays child care costs for student-parents that are enrolled in select universities and working toward earning a bachelor’s degree. 
  • Emergency child care assistance – Short-term child care payment assistance for families experiencing a crisis 

Two-Gen 

  • Projects that promote family well-being by intentionally and simultaneously working with children and the adults in their lives together to build educational success and economic prosperity that passes from one generation to the next 

Fatherhood and Cultural-Based Initiatives 

  • Projects to promote and support positive parent-child interactions 

Program Oversight Details 

  • Budgeting – Work with Executive VP and finance department to develop annual budgets and monitor expenses and revenues for each project budget which (collectively) totals approximately $800,000 to 1,200,000 
  • Reporting – Submit narrative and statistical reports to funding sources and internal personnel 
  • Evaluation – Assess programs continuously for improvements and to ensure the department meets strategic objectives 
  • Grant writing in conjunction with development team 

Advocacy 

  • Promote access to child care and higher quality standards locally and nationally 
  • Promote education and encourage parents to advocate for accessibility and affordability of higher quality child care 

Collaborations  

Marketing

  • Work with marketing staff to develop marketing strategies and create marketing materials and content for educational and promotional materials 
  • Use social media to publicize programs  

Community Outreach & Education 

  • Conduct presentations and training on accessing quality child care and other early childhood-related topics 
  • Develop and implement parent training strategies with training personnel 

Committee Work 

Build relationships with various partner organizations and serve on committees to advance QCC’s mission and expand brand recognition. Examples of organizations and committees are: Child Care Aware of American, Georgia Association of Child Care Resource and Referral Agencies, and Strengthening Families of Georgia 

Reports/Contracts and Compliance 

  • Review and authorize all program and contract reports prior to submission. 
  • Evaluate program staff reports to assemble full department reports.  
  • Review and explain contract scope and services to staff. Submit regular monthly report.  
  • Perform periodic internal audits.   
  • Attend all funder meetings. 

PERSONAL CHARACTERISTICS 

The successful candidate will come to the position with strong supervision skills, ability to multi-task and with an understanding and compassion for the mission of QCC. The ideal candidate should be forward-thinking and bring innovative ideas to current and future parent programs.  

REQUIREMENTS 

  • A minimum of three (3) years experience in managing professional staff 
  • Experience or ability of managing multiple contracts, budgets, workflows, and reporting 
  • Bachelor’s degree is required.  
  • Proven writing skills, detail-orientation, ability to coordinate multiple ongoing events, and manage multiple email accounts. 
  • Good knowledge of child care standards and practices 
  • Proficient use of different software including: Microsoft Office, listserv communication and management 
  • Proficient use of social media platforms: Facebook, Twitter, Pinterest, etc. 

PHYSICAL DEMANDS/WORK ENVIRONMENT 

  • Occasional driving 
  • Consistently standing for two hours or more delivering training 
  • Sitting at the computer for three hours or more at a time 
  • Bending, frequent use of hands, stooping and moderate lifting (at least 25 pounds) required 
  • Noise level in the work environment may be high at times. 

ADDITIONAL INFORMATION: Quality Care for Children's Atlanta office is the base location for this position with flexibility for home-based work.
