3rd Street Youth Center & Clinic is a community-based agency providing youth in the Bayview Hunters Point with medical and behavioral health services that encourage them to make decisions that support their health, safety, and development. 3rd Street Youth Center & Clinic also manages a number of successful Transitional Age Youth (TAY) housing stabilization programs and one of the city's few Youth Access Points

We consider the journey from housing insecurity to housing stability a collaborative process with young people. Our Housing team works with youth to overcome the economic, emotional, medical, legal, and social barriers that keep them from getting their own apartments or homes. With a goal to end homelessness for the young residents of Bayview Hunters Point and San Francisco, 3rd Street offers rapid re-housing, access to the City's Coordinated Entry System, and housing-focused case management.

The Director of Housing will oversee a diverse portfolio of homelessness and housing programs. Programs and service types range from Rent Relief to Coordinated Entry, Interim Housing, Housing Navigation, Landlord Engagement, Emergency Housing and Rapid Rehousing, and Permanent Supportive Housing. Candidates for the position are expected to bring expertise in HUD, state, and local funding sources, demonstrated experience in federal and locally funded subsidy administration, and a deep understanding of residential facility management for sites serving individuals with high needs. The Director of Housing will oversee the housing team including an Assistant Director, Housing Program Manager, and Case Managers. In addition to overseeing the implementation, ongoing operations, and continuous quality improvement and outcomes for all housing programs, this position will also work in close coordination with the rest of the executive leadership team to execute fiscal and contract oversight for all programs, liaising directly with funders at each stage of the procurement, negotiations, and ongoing contractual monitoring process.

 

Duties & Responsibilities:

  • Assures that services are provided in collaboration with all applicable funding streams and regulations.
  • Supervises managers including hiring, training, and performance evaluation.
  • Maintains responsibility for ensuring that all programs and services have a defined service delivery model and operate within the construct of BACS mission, vision, and values.
  • Responsible to ensure that all programs focus on consumer-centered services that are needs-driven and strength-based and are culturally relevant.
  • Ensures that there is a flow of participants and referrals into all programs and that discharges are managed in a way that promotes positive outcomes.
  • Responsible for assuring the maintenance of records and other administrative requirements of all programs.
  • Responsible to ensure compliance with documentation and charting requirements for all funding streams.
  • Responsible for Continuous Quality Improvement standards across the agency and working with the teams to implement systems for CQI.
  • Responsible to ensure contract compliance with all funders including grant management, presentations, and reports.
  • Establishes a harmonious working relationship with the community and coordinates services with appropriate community-based organizations as needed to highlight the value and the purpose of programming.
  • Communicates effectively and conscientiously utilizing strength-based language and philosophy throughout all aspects of program management and supervision.
  • Participates in the development of new programs and services including grant writing, speeches, presentations, and more.
  • Participates in the delivery and attendance at trainings for the purposes of agency, professional, and personal development.
  • Other duties as assigned.

  • Bachelor's Degree in social services or related. Master's degree in business, public health, public administration, or related field strongly preferred.
  • Five years of progressive administrative, direct service, and leadership skills and experience in the social service field.
  • Demonstrated capacity leading diverse and multi-disciplinary teams toward a common goal required.
  • This position requires a valid California driver s license, personal vehicle, proof of personal vehicle insurance coverage, and the ability to drive for work.

  • This position is a salaried, exempt, and full-time role.
  • This position's worksite is our Housing Office in the Bayview/Hunters Point neighborhood in San Francisco.
  • This position reports to the Executive Director.

Compensation and benefits:

  • This position has a starting annual salary of $130,000 and commensurate with experience.
