The Marine Resource Education Program (MREP) empowers fishermen and other fisheries stakeholders to effectively participate in federal fisheries science and management through a 2-part series of 3-day workshops that engage 20-30 fishermen participants with 10-15 fisheries researchers and managers in a neutral setting. We operate in NOAA’s Greater Atlantic (New England and Mid-Atlantic council regions), Southeast (South Atlantic, Gulf of Mexico, and Caribbean council regions), and Pacific fishery regions, and currently conduct between 10-15 events annually. MREP is expanding into Alaska in the coming year, and will be scoping in the Pacific Islands fishery regions within the coming year or two, with potential to expand in the coming 3 years. This expansion will add an average of 2 events per year beginning in Fall 2022. Foundationally a program developed in Maine by fishermen, for fishermen, GMRI is committed to ensuring MREP remains regionally relevant through collaborative program development with regional fishery industry, science, and management leadership.

The MREP Pacific Region Project Manager II will primarily support the MREP Senior Program Manager in executing GMRI’s role developing and running MREP workshops along the West Coast, plus provide support for program expansion into Alaska and the Pacific Islands. There is potential for this position to grow, in year 2, into management of the West Coast region with support from the Senior Program Manager. This position will continue to support the development and delivery of workshops in Alaska and the Pacific Island regions as well. In addition, this position will support outreach and communications alongside the GMRI Communications Team.

Preference will be given to candidates who can work out of GMRI’s facility in Portland, Maine. This position requires frequent travel to the program regions, including two 4-5 day trips for each workshop offering in regions relevant to this position (up to five per year) and up to three shorter (2-3 day) trips to help facilitate steering committee meetings.

This is a salaried position. The MREP Pacific Region Project Manager II will report to the MREP Senior Program Manager, and will work closely with the MREP team, GMRI’s other Community team programs, GMRI’s Communications Team as well as a diverse group of fisheries industry partners throughout the Pacific regions MREP operates in.

The start date for this position will be between July and September 2022. While we will aim for an earlier start date, we will prioritize finding the right candidate for the position.

Responsibilities/Tasks

Support West Coast Program Delivery (30%). Support the MREP Senior Program Manager in year 1 (with opportunity to manage, with support from the Senior Prog. Mgr. in year 2) to develop and deliver MREP West Coast* workshops, in collaboration with regional steering committees, program principals, NOAA fisheries, and the regional Councils, plus other appropriate regulatory agencies and industry stakeholders.
*By “West Coast,” we refer to the MREP region in the continental U.S. Pacific coast.

A. Coordinate and facilitate of steering committee meetings each year: 

  • 1 annual 1-2 day in-person meeting; plus
  • 1 to 2 shorter virtual steering committee meetings.

B. Plan, manage, and facilitate activity for program delivery of two 3-day workshops, including:

  • Collaborative agenda development,
  • Identification and invitation of speakers,
  • Development/refinement of hands-on educational activities/role play exercises, etc.,
  • Speaker preparation discussions, and
  • Participant recruitment.

C. Manage logistics in collaboration with MREP Program Coordinator to:

  • Identify and secure meeting locations, hotels, meals, and transportation,
  • Produce and deliver meeting materials,
  • Ensure proper logistics of field trips (science workshops only),
  • Disseminate and collect program evaluations from participants (workshops only), and
  • Maintain accurate and detailed contact database, and track alumni engagement metrics. 

D. Manage complex collaborative program oversight, including:

  • Relationship building and maintenance of key leaders in MREP regions, and
  • Collaborate with program leadership, including the National Steering Committee, to share results across other MREP regions.

E. Contribute to, with opportunity to spearhead some, program improvement projects. Some project examples: 

  • Mentorship initiative,
  • Alumni continued education, 
  • Hands-on educational activity development, and
  • Cross-regional presentation development.     

Support Regional Expansion and Delivery (30%). Maximize productivity and effectiveness of the Senior Program Manager in scoping, development, and delivery efforts in new regions, including the Alaska and Pacific Islands regions: 

  • Plan, prioritize, and maintain scoping scheduling and event delivery;
  • Contribute to written and phone communications, including meeting reports, follow-up communication and next-steps; 
  • Aid MREP Coordinator with administrative functions such as complex meetings scheduling with individuals and teams both internally and externally; and
  • Assist with other aspects of complex collaborative program oversight, including relationship building and leadership team collaboration. 

Communications (30%): Support regional MREP-related communication, in collaboration with MREP staff and the GMRI Communications Team: 

  • Coordinate and contribute to development & maintenance of MREP’s website in coordination with GMRI Communications Team;
  • Collect/track MREP-related stories, particularly from alumni experience in research or management;
  • Develop and implement communications strategies for enhancing our inclusion of fisheries communities underrepresented in federal fisheries science and management;
  • Coordinate public-facing communication with regional principals and GMRI Communication Team, and
  • Prepare meeting reports and post-workshop communications.  

Other Activities (10%): Participate in and contribute to broader Community Department meetings and activities as well as GMRI meetings and activities; and support other MREP and organizational needs as needed.

Requirements

GMRI invites candidates with a high level of emotional intelligence and demonstrated experience in project management; facilitation and collaboration; a collaborative and professional demeanor; and an interest in science, community empowerment, education and/or the ocean. 

Specific requirements include

  • At least 5 years experience working with the fishing industry or similar demographic/industry.
  • At least 2 years of project management experience.
  • Experience coordinating events of 30+ people, with experience in the hospitality industry or other fact-based consumer-facing event delivery environment.
  • M.S. degree OR equivalent knowledge through work/life experience, and a hunger to learn. 
  • Self-starter who enjoys working in a dynamic and entrepreneurial setting.
  • Capable juggling several projects and comfortable managing and accomplishing multiple tasks. 
  • Team player with a sense of humor and ability to remain flexible amid changing needs.
  • High emotional intelligence and ability to collaborate effectively with a diverse group of fisheries industry leaders, fisheries scientists and managers, and other industry stakeholders.  
  • A people-person who enjoys interacting with fishing industry members, stakeholders, entrepreneurs, scientists, and managers
  • Strong oral and written communication skills with ability to quickly capture complex ideas into concise language. 
  • A proven record of attention to detail and meeting deadlines. 
  • Strong core computer skills in the Microsoft suit.
  • Interest in electronic communication and social networking technology.
  • Commitment to GMRI’s mission.

Other Preferred Qualifications

  • Sales Force and/or other customer contact management system experience a plus. 
  • Experience working with and/or in different cultures and/or tribal nations. 
  • Interest in coastal communities, science, and education.
  • Experience with facilitative management of teams.

Salary and Benefits

Gulf of Maine Research Institute offers a competitive salary and benefits package.

Salary: $ 54,000 – 64,000
