Serving over 18,000 children, adults and their families throughout 41 counties in NYS, we are looking for an individual who will foster the continuous improvement of our people so that we can continue to make a difference and transform our communities. 

POSITION SUMMARY 

On behalf of Northern Rivers Family of Services, serve as the 2nd employee in charge of the overall organization. Our objective is to recruit a strong and operationally focused leader who can drive performance, innovation, accountability, expanded community service delivery, local partnerships, and integration of program and business performance. Assure the transformation of the current client service business is in alignment with state and federal policy directions, community and client needs, growth agendas, risk factors, and local, state and federal regulations. Manage this activity at Northeast, Northern Rivers, Unlimited Potential and Parsons so that it contributes positively to the mission and financial stability of all affiliates. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Organizational Responsibilities: 

Under the direction and in consultation with the CEO, foster a mission driven organization to support, formulate and implement a changing strategic plan that guides the direction of client services. 

Develop and track implementation and contracting of services, for both public and private payers with performance, community need and financial viability in mind. 

The COO will collaborate in setting and implementing an overarching vision of diversity, equity, and inclusion (DEI) that eliminates marginalization and promote inclusive practices that will be evidenced through Northern Rivers structures, customs, and leadership. 

Form business agreements and partnerships to develop and expand service lines based upon community and client need. (Including government and private payors and partners). 

Constantly review and modify the organization’s infrastructure including the elimination of program silos to support the transformation and long-term success of the client service business. 

Promote a culture of accountability and collaboration with staff to ensure operational success and retention of staff including coaching, mentoring and succession planning 

Oversee and monitor daily operations with local, state and federal regulations as well as operating budgets and quality client outcomes. 

Apply and partner for grants and funding and lead the grant writing initiative. 

Represent the organization with state and local agencies, funders, local government, elected officials, consumers and community groups.   

Service Responsibilities: 

Serve as an executive manager of Northern Rivers Family Services. Communicate regularly with the CEO and with the Board, as requested, concerning the state of the Agency’s client services. 

Utilize and expand data driven analysis, assessment, and project reviews to improve outcomes and reduce program silos. 

Lead specific functions of the organization to direct, lead manage and evaluate the operations and leadership. 

Design and implement the strategic transformation of Northern Rivers’ service portfolio, assuring the strategic plan includes all internal and external stakeholders and is financially planned and viable. 

Manage and complete financial initiatives to ensure that programs are properly funded, are receiving and advocating for appropriate rates, and ensure that programs review their financial position for optimization of services. 

Assure all client service-related contracts are administered and executed with a high degree of quality and create metrics for key areas to ensure that standards are met. 

Assure that all client services delivered have high levels of service as indicated by opinions of consumers, customers and regulators; and by statistical descriptions of client progress obtained through the use of appropriate formal assessment tools. 

Represent parent company and affiliate agencies to clients/consumers, the general public, funders, regulators, current and potential business partners. 

Prepare annual budgets for all affiliates for approval by the boards of those agencies, understanding that those boards will submit the budgets to Northern Rivers for final approval. 

Note: Should events require emergency succession, the Chief Operating Officer assumes the position of Northern Rivers CEO. 

EDUCATION and/or EXPERIENCE 

Master’s degree in human services or a related field and a minimum of ten years’ experience in human services or related field, at least five of which have been spent at senior administrative or executive levels. Familiarity with fields of social services, special education, not-for-profit, and behavioral health care preferred.
