Chief Operating Officer (COO)

About the organization:

Center for Adoption Support and Education (C.A.S.E.) is a national leader in mental health services for the adoption and foster care community with the core mission to improve the lives of children who have been adopted or in foster care and their families through counseling, lifelong education, and a growing national network of trained professionals. 

For over 25 years, C.A.S.E. has been combining best practices and innovation to provide specialized individual and family therapy, psychiatric services and support groups and have become a local, national and international resource for adoptive, kinship and foster families and the professionals who support them. C.A.S.E set out in 2021 on a new strategic direction to grow CASE’s clinical and training programs into a National Teaching Clinic and Knowledge Center. It is an exciting time as CASE grows its evidenced-based adoption competent clinical model into a National Demonstration And Teaching Clinic and continues to expand its adoption competent training programs across the country.

C.A.S.E. has an annual budget of $7.5 million and a staff of 55 employees.

About the Position:

The Board and CEO seek a mission-focused, seasoned, strategic, and process-minded leader with experience scaling an organization, leading an executive team, and developing a high-performance culture among a group of diverse, talented individuals. The COO must be a leader who is able to help others at C.A.S.E deliver measurable, cost-effective results that make the vision a reality. Importantly, the successful COO will have the skills, sensitivity, and personal confidence to tap into the power that each member of the team brings to this mission. While it is essential that the COO bring efficient and effective systems to increase the productivity of the organization, is it also critical that the team retain the relational spark that drives C.A.S.E.’s mission.

 

The COO will oversee a team including the Director of Clinical Administration, Director of Clinical Services, Director of National Demonstration and Teaching Clinic, Manager of Organizational Effectiveness, and an Administrative Assistant.  The COO will be a key member of the Senior Leadership Team, alongside the Director of National Training Institute, Vice President of Marketing and Communications, Director of Development, Chief Financial Officer and Director of Human Resources. 

This is a full-time, exempt position reporting to the CEO.   

Responsibilities:

Organizational Strategy and Leadership

  • Direct the implementation of C.A.S.E.’s Strategic Plan into actionable goals for each department’s work, performance, and growth; ensuring alignment within and across departments to build coherence, cohesion, and collaboration.  Deliver quarterly progress reports to the CEO, Board of Directors, and staff.
  • Identify operational gaps and implement process improvements to optimize effectiveness and quality of C.A.S.E. services.
  • In partnership with the Executive Team, ensure fiscal viability of C.A.S.E’s programs, maximizing utilization of resources and cost effectiveness of service delivery.
  • Work in close partnership with the CEO and key organizational leaders to ensure C.A.S.E. generates sufficient revenue to cover costs, increases fee-for-service contracts, identifies geographic growth opportunities and priorities and communicates the branded message internally and externally.

Organizational Effectiveness and Continuous Improvement

  • Drive the vision, strategy and execution of a data-driven approach to C.A.S.E’s work:  set, track, analyze and action key organizational and department metrics for continuous improvement.   
  • Partner with organizational and department leaders to action findings and forecast for the future.

Departmental and Team Management 

  • In partnership with the Senior Team, work to build a highly inclusive culture predicated on Compassion, Integrity, Excellence and Innovation; ensuring C.A.S.E team members thrive and organizational outcomes are met.
  • Serve as an outstanding role model as a leader and manager, investing deeply in supporting and developing team members and growing their capacity to learn, contribute and engage in the work of the team and organization.
  • Provide ongoing management and coaching to the Clinical Team to ensure C.A.S.E. programs are clinically effective and evidence-based, as well as operationally efficient, financially viable, and compliant with government regulations.

Qualifications

We seek a strategic leader, manager and collaborative problem-solver who has demonstrated alignment with C.A.S.E.’s mission through lived, work, or volunteer experience and a background in public health, mental health and/or health care.  Successful candidates will demonstrate their ability to design and execute an operational vision with quality and innovation.

  • 10+ years of progressive experience in non-profit and/or healthcare leadership.
  • General Management—thorough understanding of finance, systems, and HR; broad experience with the full range of business functions and systems, including strategic development and planning, budgeting, business analysis, contract management, finance, information systems, human resources, and marketing.
  • Knowledge of strategy development and implementation to design performance management systems consisting of goals, targets, and monitoring process.
  • Results-Proven track record of exceeding goals and a bottom-line orientation; evidence of the ability to consistently make good decisions through a combination of analysis, wisdom, experience, and judgment; high level of business acumen including successful P&L management; the ability to balance the delivery of programs against the realities of a budget; and problem solving, project management, and creative resourcefulness.

C.A.S.E.’s national headquarters is in Burtonsville, MD. The COO is expected to be in the office 2-3 days/week and otherwise remote.
