cfX provides financial advice to state and city housing finance agencies to help them to achieve their mission and financial goals, making housing more affordable in a sustainable manner. We use technology to create evidence- and analysis-based advice that relies on the application of customizable solutions to compile, organize, manage and analyze all of the financial pieces that make up each HFA’s unique portfolio.  cfX helps HFAs to undertake long-term financial projections across a wide spectrum of future scenarios and implement strategies that optimize outcomes within their own goals, policies, capacity and risk tolerance.  Our scope includes  municipal private activity bond issuance, ongoing operating transactions, program advice and tax compliance for our clients.

The quantitative analyst’s role at cfX is to use our proprietary software to prepare financial analysis that serves as the basis for our state government Housing Finance Agency clients’ decisions, and for review by bond rating agencies, tax counsels and issuers.

The position requires knowledge of:

  • Fixed Income and Mortgage financial concepts such as the valuation and modeling of cash flows and securities
  • Applied quantitative techniques that enable the analysis of the clients’ data
  • Components of the asset and liability sides of balance sheets, and the relationships between them
  • Reconciliation between portfolio positions and financial statements

Responsibilities:

Specifically, the Quantitative Analyst performs the following duties:

  • Model complex parity cash flows and prepare long term projections of financial performance of housing bond resolutions that serve as a basis for rating bonds
  • Generate bond redemption instructions and financial reports in advance of deadlines
  • Produce yield compliance and arbitrage rebate computations for tax-exempt bond issues following IRS regulations
  • Provide requirements, where necessary, for enhancement to proprietary software
  • Obtain validation signoffs from our Municipal Advisors and prepare final work products for distribution
  • Provide summarized and relevant information to client’s executive management for sound risk management and informed decision making

Desired Skills & Experience:

  • Undergraduate degree in a quantitative field and at least 2-3 years of work experience, OR Masters degree in quantitative field and at least 1-2 years of work experience
  • Strong quantitative aptitude and mathematical background
  • Knowledge of fixed income securities, interest rate derivatives and mortgage prepayment and default analytics a plus
  • Expert level Excel, experience with a statistical/financial modeling software and some VBA/ programming skills is a plus
  • Ability to work independently and also in a team environment
  • Ability to communicate complex concepts and analytics to broad audiences
  • Strong self-driven work ethic

We are a registered Municipal Advisor with the SEC and MSRB.  We currently provide services to 17 state and city housing finance agencies across the country, including many of the largest and most complex HFAs, and are a member of NCSHA.
