Description The Center for Effective Public Policy (CEPP) envisions a world where justice means strong, healthy communities for everyone. For the last 40 years, we have worked collaboratively with criminal justice system professionals and their partners to improve their systems and facilitate equitable, systemic, and sustainable change.

CEPP’s work focuses on reimagining justice solutions and reducing reliance on incarceration; strengthening communities and improving outcomes for people on community supervision; addressing unique needs, such as justice-involved women and youth; and advancing system change through training, resources, and team-building. Our team members have varied experiences and a deep understanding of justice-related issues. Our office is based in the greater D.C. area, but nearly all staff members work from their home-based locations around the country.

CEPP seeks to add a full-time (remotely located) Program Manager to our team. The Program Manager will report to a Project Director and will manage and assist with the delivery of technical assistance and training to local and state jurisdictions seeking to implement data-driven criminal justice policy and practice reforms.

Job Responsibilities 

The Program Manager will support the practical implementation of evidence-based policy solutions within justice criminal justice systems. The project areas may include pretrial justice, sentencing, corrections, parole decision making, or community supervision (probation or parole supervision). Specifically, the Program Manager will:

  • Support the delivery of technical assistance to jurisdictions on a range of issues, including but not limited to, system assessment and mapping; policy analysis and planning; using data to support implementation and policy; training; and other general support that promotes system change.
  • Assist system and community partners with the task of leading and facilitating the system change process in a jurisdiction. Create and oversee action plans to help guide local partners through specific tasks, assignments, timelines, resource needs, and accountability mechanisms.
  • Communicate clearly with and help to develop resources for key stakeholders about complex policy and implementation issues. Analyze research and use data to help inform policy recommendations. Develop engaging and interactive training curricula.
  • Facilitate and coordinate in-person and virtual meetings (e.g., setting agendas, providing or arranging for subject matter expertise, liaising with workgroup members, and documenting the substance of meetings).
  • Manage other team members to ensure timely completion of work. Develop progress and other interim reports for funders.   

Qualifications

  • Bachelor’s degree required; advanced degree beneficial. Seven or more years of experience working in or consulting with criminal and/or juvenile justice systems. 
  • Knowledge and understanding of evidence-based policies, practices, and programs in any of the following areas: pretrial justice, case processing, sentencing, corrections, or community supervision.
  • Experience facilitating and/or supporting change processes with criminal justice system stakeholders.
  • Strong writing, editing, and verbal communication skills. 
  • Ability to work independently and flourish in a virtual work environment.
  • Highly collegial attitude and adept at working in a collaborative environment.
  • Experience with Microsoft Office Suite required. Experience with Google Suite and Zoom strongly preferred. 
  • Willingness to travel monthly (approximately) when it is safe to do so.

Compensation

$80,000 - $100,000, with excellent benefits.
