Quality Improvement and Accreditation Unit

The Quality Improvement and Accreditation (QIA) Unit supports the continuous quality improvement of ACPHD programs, services, and policy work. It is responsible for achieving and sustaining national accreditation, implementing the Workforce Development plan, program performance management system, and provides primary support for advancing the department's strategic plan. QIA is in ACPHD's Office of the Director and operates under the purview of the Department Director. The Unit's efforts help to ensure everyone in Alameda County, no matter who you are, where you live, how much money you make, or the color of your skin, leads a healthy, fulfilling, and productive life.

Health Program Planner (Management Analyst)

$39.40 Hourly

EXAMPLE OF DUTIES:

  • Plan, design, and conduct operational, policy, and health programmatic actions to facilitate services, and policy operations, and project implementation to advance the department-wide plan for delivery of high-quality Essential Services.
  • Serve in a consultative role to Division Directors on program, service, policy and administrative and related issues and strategies; provide significant input into policy, operational, and service delivery of departmental decisions; assist line management in implementing and facilitating policy and programmatic changes.
  • Prepare policies, procedures, and other written documentation for review and approval; monitor legislative and regulatory changes that may affect programs, services, and policy effort operations and recommend necessary changes.
  • Conduct analytical studies; identify, define, and clarify health programs, services, and policy effort problem areas; determine research methodology, identify data sources and designs survey instruments; generate regular reports and ensure distribution.
  • Coordinate and provide technical assistance and training to ensure compliance with stated regulations to support capacity building, and leadership and skills development amongst the workforce.
  • Work in close partnership with the Workforce Development Coordinator to train, refine, and develop health program planning skills throughout the workforce.
  • Assist in the implementation of the Community Health Improvement Plan and related county-wide efforts to improve access to high-quality health programs.
  • Interpret legislation, policies, and rules related to the Essential Services; share interpretations with various audiences to  inform program and policy development. Ensure an equitable approach to health programs planning processes.
  • Collaborate with local, state, and national groups that inform ACPHD’s adherence and delivery of the Essential Services.
  • Make recommendations for action; prepare narrative and/or statistical reports, including implementation strategies; make presentations to the Leadership Team as needed.
  • Coordinate with Associate to conduct administrative tasks including meeting management, purchasing, contracting, budgeting; monitor committee expenses; ensure timely submission of invoices.
  • Assist with or perform specific administrative services such as negotiating and administering contracts for services, assisting with development of the budget, writing grant applications and specifications for proposal.
  • Performs other related duties as assigned within the county classification.

MINIMUM QUALIFICATIONS:

EDUCATION: Equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work. AND,

EXPERIENCE: Equivalent to three years of full-time professional level experience in independently providing complex administrative or management services, including planning, organizing and conducting high level administrative, organizational or related studies, preferably in a public agency setting. 

SUBSTITUTION: Additional professional or paraprofessional administrative services experience may be substituted for the education on a year-for-year basis.

* Temporary Assignments: Assignments vary in duration depending on the needs of the department. An assignment may end at any time. To obtain a regular position, the appointee will need to compete successfully in a County Exam.

*Assignments are expected to last approximately 12 months to 18 months depending on the need of the department.
