Safe & Sound is a children’s advocacy organization working to prevent child abuse and reduce its devastating impact on the child, their family, and our entire community.

We have been a pioneer in the field of child abuse prevention, working within San Francisco for nearly 50  years. Recently, the organization has begun to expand its impact working throughout the state of California.

Child Abuse is a complex problem, but a preventable one. Our data-informed approach leverages three primary strategies: we empower children with knowledge and confidence; we support families providing resources and skills; we activate the community and the changemakers within it to create a thriving social safety net for children and their families.

The organization has an annual operating budget of approximately $8 million and is supported by approximately 70 staff, interns, and more than 80 volunteers. Safe & Sound’s headquarters is located in a historic firehouse in the Haight-Ashbury neighborhood of San Francisco, with a second office in the Bayview neighborhood.

Safe & Sound recently merged with The Center for Youth Wellness (CYW), a national leader in the effort to advance pediatric medicine, raise public awareness, and transform the way society responds to children exposed to Adverse Childhood Experiences (ACEs). Founded by California’s first Surgeon General Dr. Nadine Burke Harris, CYW has created a national call to screen, treat, and heal ACEs and toxic stress.

OVERALL SUMMARY

This position is responsible for and managing the agency’s clinical and therapy contracts, including the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) Medi-Cal contract. Safe & Sound has been increasing the size of its EPSDT contract, and this position plays a key role in continuing to make this possible. This position may require a flexible work schedule and may require working in the evening during audit season.

ESSENTIAL FUNCTIONS

Administrative

  • In collaboration with Senior Program Managers, provide overall coordination and management of requirements specified under the Medi-Cal and other contracts.
  • Facilitate monthly meetings of all staff providing services under the EPSDT contract.
  • Ensure that all clinical staff and supervisors have appropriate trainings, usernames, certifications, credentials, and registrations necessary to provide billable services.
  • Ensure compliance standards for all clinical staff and supervisors to provide billable services.
  • Coordinate annual monitoring site visits (at both office locations) by the San Francisco Department of Public Health, in collaboration with Clinical Supervisor and other teams as needed.
  • Coordinate Medi-Cal recertification as required by SFDPH, in collaboration with Operations team, Finance team, Development team, Psychotherapy team and other teams as specified in the recertification checklist.
  • Collaborate with Clinical Supervisor and Associate Directors to support providers and ensure clinical charts are maintained and documentation deadlines are met, including the CWY Clinical Program
  • Coordinate annual chart reviews and audits as required by SFDPH.
  • Provide project management for annual contract renewal in collaboration with the Leadership team, Finance team and Psychotherapy team.
  • Coordinate biannual Consumer Perception Surveys, returning surveys per SFDPH requirements.
  • Track and report on productivity of all staff providing services under Medi-Cal and other contracts, including the CYW Clinical Program on a monthly basis.
  • Monitor Medi-Cal services via administration of monthly and annual Avatar reports and other reports as needed.
  • Collaborate with Senior Program Managers to ensure that staff providing services under the Medi-Cal contracts are trained in the proper policies and protocols for the documentation of client services, assessments, and treatment plan of care, including timelines for timely completion of required documentation.
  • Work with clinical and administrative staff to facilitate timely and accurate documentation and billing. 
  • Develop internal systems to support all aspects of program activities including utilization review process, managing clinical productivity, timely billing, client Medi-Cal eligibility and intake, training, etc.
  • Maintain and update Safe & Sound’s EPSDT and other Medi-Cal contract administrative policies and procedures manual and compliance policies and procedures. 
  • Attend and represent Safe & Sound at monthly SFDPH meetings, including CBHS/Child, Youth and Family System of Care Providers Meeting; Unaccompanied Minors Working Group; Spanish-speaking Providers and other contract meetings.
  • Attend Departmental and All Center Staff meetings.
  • Attend other meetings as requested by the Clinical Supervisor and/or Associate Director
  • Collaborate with Senior Program Managers and Associate Director of Children and Family Services department to maintain partnership with Mission Education Center and Good Samaritan Family Resource Center.
  • Attend Multidisciplinary Rounds to identify updates on charts and next steps for patients for the CYW clinical program.

Undertake other duties as assigned.

ESSENTIAL QUALIFICATIONS

  • Familiarity with San Francisco EPSDT and Medi-Cal policies and procedures including certification, charting, and billing.
  • Excellent and timely verbal, written communication skills.
  • Detail oriented with ability to track multiple projects and meet strict deadlines.
  • Requires excellent interpersonal skills and the ability to work with diverse staff and client populations.
  • Requires the ability to work collaboratively and also independently.
  • Proficiency with all Microsoft Office applications, specifically Word, Excel, Access, and PowerPoint.
  • Requires the ability to learn and be nimble with multiple software platforms.

 

 

PREFERRED QUALIFICATIONS

  • Proficiency with Avatar billing and record-keeping system
  • Experience working in an outcome-focused, comprehensive service delivery model.
  • Experience working with diverse cultural backgrounds.
  • Thoughtful, flexible, capable of addressing immediate needs and building rapport with colleagues and other community partners.

The based salary for this position is $68,800.16 annually, and eligible for agency-sponsored benefits.

*During Shelter-in-place orders for the city and county of San Francisco, most of the work will be done remotely. There may be times that would require coming into the office and all safety protocols will be in place if that is the case (wearing masks, social distancing, cleaning protocols, etc.). Remote meetings will be attended via Zoom.
