THE POSITION

The Housing Authority is seeking an exceptional candidate to work at the Principal Management Analyst level, the highest professional class in the Management Analyst series. The Principal Management Analyst oversees, directs, and participates in all activities of the Housing Authority’s operations, including short- and long-term planning, policy development and administration, and enforcing all Housing Authority codes and regulations, and has the opportunity to perform meaningful and impactful work for an agency dedicated to providing affordable housing in the most impacted region of the nation.

This position regularly interacts with the Executive Director, Board of Commissioners, and departmental representatives in obtaining and coordinating projects and information. A high level of understanding of the Agency’s core programs and systems is essential. Responsibilities include coordinating the activities among all Housing Authority departments and agencies and managing data, policy and planning for complex and varied programs, projects, and activities of the assigned function.

This position requires the ability to communicate and work effectively with a wide variety of internal and external stakeholders, lead project teams, and plan and carry out highly complex and technical work assignments with minimal direction.

MINIMUM QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in business administration or public administration, public policy, data management, finance, or a related field. A Master’s degree (or equivalent) is preferred. And
  • Five (5) years of increasingly responsible administrative experience in the development, planning, implementation and/or operation of public sector or affordable housing programs, services or activities, including at least one (1) year of experience in a management/supervisory capacity in an urban public housing agency or affordable housing agency and at least three (3) years experience with Yardi and Laserfiche, or comparable programs, preferably in a platform administrative capacity.
  • Strong project management, presentation, writing, and research skills are essential, as is the ability to coordinate complex projects and work effectively with various internal departments.
  • Budgeting and public procurement experience are highly desirable.
  • Possession of, or ability to obtain, a valid driver’s license by time of appointment is required. Must be able to be insured under AHA’s owned automobile insurance policy.
  • Proficiency in one of the Housing Authority’s LEP languages (Spanish, Vietnamese, Chinese or Tagalog) is preferred but not required.

  • The Principal Management Analyst routinely works on-site, and telecommuting is not offered. This position requires 3-4 days per week in the office during the current health crisis.
  • Some evening and after hours work may be required.
