The Warrior Alliance, Inc. Workforce Outreach Coordinator, General Summary: Under the general direction and supervision of the Director of Workforce Development, the Workforce Outreach Coordinator serves as a primary point of contact for the recruitment and the COC of Veterans for the HVRP Program.  He/She will be involved in the recruitment and community-based marketing of HVRP on behalf of TWA with State, Local, VSO’s and military institutions and other community-based organizations in support of the holistic COC for the Homeless and at-riskk population within the designated service areas.  He/She works directly with external community-based organizations in achieving program recruitment goals, outreach activities and scheduling activities with our employment/training partners.  This is a three-year grant funded position (2021-2024) Duties include, but are not limited to:

JOB SUMMARY

The Workforce Outreach Coordinator is a position that is primarily responsible for
ensuring the successful identification of the Homeless Veteran Population in the designated service areas. This position has the authority to exercise some independent judgment in the establishment of departmental services, procedures, goals and program objectives for the designated population of the HVRP and workforce development.  The Outreach Coordinator is immediately accountable to the Director of Workforce Development but must work cooperatively with community partners and state and local agencies as well as key personnel throughout TWA, as well as employers and outside community service providers.

ESSENTIAL FUNCTIONS

  1. Establish and maintain relationships with veteran service agencies and community partners where veterans can learn about and be referred for HVRP services.  
  2. Develop and maintain record of community agency and partner contacts on behalf of Agency Name and the HVRP.
  3. Construct an outreach schedule for [insert service area]. Record outcomes (referrals and enrollments) by partner agencies and outreach locations.  Update the schedule monthly and more frequently as appropriate. 
  4. Represent Agency Name and the HVRP at community meetings and/or events as requested.
  5. Develop and maintain awareness/marketing strategies to inform the public of HVRP services available and to engage each community in support of the program while building a referral network.
  6. Assist with case management, employer/job development and workshop preparation and delivery as requested.
  7. Function as an integral part of an innovative team keeping the homeless veteran customer in the forefront of service delivery.
  8. Complete other assignments as requested by the Workforce Development Director.
  9. Attend and organize outreach events such as Standowns, etc for the purpose of identifying qualified veterans and community partners to support the COC of the population.
  10. Working within the community to coordinate interagency referrals.
  11. Conducting meetings with warriors, retirees, and family members throughout the community to discuss VA benefits and programs.  Promote the program and recruit qualified veterans for the HVRP Program.
  12. Conduct HVRP eligibility screenings and interviews.
  13. Ensures that program performance follows and meets all contract obligations and is
    performed within budgetary constraints.
  14. Establish partnerships with workforce agencies and partner VSO’s
  15. Assist veterans in accessing additional wrap around services
  16. Enter and track registration information in WarriorServe via activations events and campaigns
  17. Administer program surveys and track program quality and feedback
  18. Assists in the planning and anticipation of programmatic and procedural changes.
  19. Ensure compliance with internal standards, external or funder standards, and applicable regulatory requirements.
  20. Ensures that TWA is perceived in the best possible light, through successful
    communication and outreach to community agencies working with similar or same populations and mission as well as community groups and State Agencies including those operating within designated service area counties.
  21. Work collaboratively with other organizations in a positive manner.
  22. Work closely with Community Service Partners to monitor warrior engagement, progress and needs; assist in problem solving and provide support as needed.
  23. Updating warrior records in The Warrior Alliance software system, WarriorServe® to include eligibility documents, assessment forms, information and referral logs, case notes, volunteer and donation logs, surveys, and other records as assigned.
  24. Working within the community to coordinate interagency referrals.
  25. Submit travel and expense logs (receipts) for HVRP program related activities.

Qualifications

Bachelors’ degree in rehabilitation, social work, education, human resources or related field or equivalent with 2 years experience working with veterans and/or people with disabilities. Military experience and knowledge of veterans’ entitlements and employer benefits.  Strong interpersonal skills to build relationships within Veteran communities. Availability to work a non-traditional schedule if needed (possible holidays, evenings and weekends on occasion)

This is a three year grant funded position with opportunity to be extended beyond initial three year period.
