The Workforce Development Specialist will develop and maintain relationships with community-based organizations, businesses and government agencies who will act as partners for First Step Staffing- Second Step Program.  Major responsibilities will include maintaining established partnerships; recruiting, screening and engaging new partners; and developing and implementing the Second Step Program.  In addition, this position will support intentional resource navigation of social support services for our clients.  These services will aide in eliminating barriers for successful program completion.  This role coordinates activities and functions to ensure the objectives for the programs are accomplished in line with established priorities, time lines, budget, and other specifications. This role conducts program and data tracking, analysis & reporting, and implements processes and improvements to ensure successful and sustainable deployment of programs and satisfaction of our nonprofit partners.

 

Second Step is a skill-based certification program with guaranteed employment placement post-graduation. The program offers: hard skills training, industry credentials, individualized case management and the necessary professional training to maintain and advance within the desired industry, but with the ability to earn income for basic needs and gain work experience during the training period.

This position will provide support to Executive Director to ensure contract performance and measures are documented, recorded and client services are administered within compliance of contracts.

Essential Duties and Major Accountabilities:

  • Maintain established partner organization relationships
  • Recruit and retain training partner organizations
  • Identifying clients that are program eligible, explain program benefits and requirements.;
  • Performs on-going follow­ up/resource navigation and maintains follow-up contact with the program participants to ensure supportive services that are offered and requested to address any barriers to employment that are within the contract.
  • Assist the Executive Director with data collected for enrollments, assessment and eligible program participants.
  • Update data in appropriate databases in accurate and timely manner so as to avoid backlogging
  • Process and resolve data inquiries by searching and reviewing the databases.
  • Enter and update files into Excel spreadsheets.
  • Perform administrative duties such as operating office equipment or data filing as required.
  • Provide accurate data and documents for retention, follow up and reporting
  • Present First Step at community and partnership events
  • Other duties as assigned

Minimum Required Knowledge, Skills, and Abilities:

  • High school diploma or equivalent. Bachelor’s Degree Preferred.
  • Required three years progressively responsible work experience in related field, preferably in a supervisory capacity.
  • Two or more years working with a homeless service or workforce development agency a plus
  • Established experience and partnerships with workforce partners in the Philadelphia and surrounding area
  • Ability to interact professionally with a wide variety of individuals
  • Ability to communicate effectively with customers, employers and staff with respect, courtesy and diplomacy.
  • Ability to work with accuracy.
  • Must possess good organizational skills, written and oral communication skills, and be able to handle a variety of tasks simultaneously.
  • Staffing industry experience, a plus
  • Access to reliable personal transportation, valid Driver’s License, and acceptable MVR.
  • Excellent oral and written communication skills
  • Organizational skills, proficiency with Microsoft Office
  • Experience with TempWorks system a plus
  • Shift hours are typically 8:00am-4:00pm, M-F, but will require periodic earlier hours, evening and weekend hours during seasonal demand periods.
