Impact Justice is searching for the next Director of the Prison Rape Elimination Act (PREA) Resource Center. The PREA Resource Center (PRC) is a project of Impact Justice, an organization which dares to dream of a humane and restorative approach to justice in the United States. Founded in 2015, Impact Justice is forging a new path to a justice system that is fair to all of us through its innovation, research, policy, and advocacy work. Overall, its work is rooted in reducing the number of people (adults and youth) in the criminal justice system, improving conditions and outcomes for those who are currently incarcerated, and providing opportunities to those who are rejoining communities.

The PRC was created in 2010 to lead nationwide efforts to eliminate all forms of sexual abuse and harassment in criminal- or juvenile-justice ordered confinement through implementation of the Prison Rape Elimination Act (PREA) of 2003. Funded through a cooperative agreement between the Department of Justice’s (DOJ) Bureau of Justice Assistance (BJA) and Impact Justice, PRC serves as an essential clearinghouse of information + training and technical assistance for the federal, state, local, and tribal corrections, juvenile justice, and law enforcement agencies that must comply with the PREA Standards. PRC also supports the DOJ PREA audit function and trains individuals who are certified by DOJ to conduct PREA audits.

The next Director of the PREA Resource Center will provide high level strategic leadership to a talented team of 35+ with diverse backgrounds in the fields of corrections, juvenile justice, sexual assault prevention, and public health. The ideal candidate will be a seasoned leader of programs and people, with deep experience managing multi-million-dollar budgets and an understanding of the compliance obligations inherent with the execution of a federal cooperative agreement. A background in the criminal legal system, sexual abuse prevention and response, or other aligned fields will be critical for the successful candidate to possess – specific knowledge of PREA, the Standards, and their implementation is desirable.

IDEAL CANDIDATE QUALIFICATIONS

The ideal candidate brings deep commitment to the goals of IJ’s PREA work, as well as a belief in the value of the operational approaches to reaching those goals as outlined by our funder, the DOJ. The new Director will bring the following experiences, approaches, and backgrounds to the role:

  • Significant program management experience of large and complex programmatic budgets and/or direct experience managing large, multi-million dollar federal cooperative agreements with a national focus and impact. Ability to oversee compliance with the requirements of these grants and how IJ is situated in relationship with the PMO.
  • Team leadership and management experience with the ability to move people toward a shared vision; have a proven ability to create management structures that support team processes and decision making.
  • Strong external partnership experience to build credibility and a trusting relationship in support of the PMO and other DOJ grant managers.
  • Robust communication skillset to effectively and credibly engage with stakeholders across the political spectrum and with diverse backgrounds and views about both the problem of sexual abuse in confinement and its solutions, particularly about their concerns regarding and investment in our work. These stakeholders include: incarcerated and formerly incarcerated people, their families, advocates for the incarcerated and for survivors of sexual abuse, the LGBTQIA+ community, anti-racist activists and reformers, corrections officials, corrections staff in juvenile and adult settings, law enforcement, and officials in local, state, and federal government.
  • Core professional experience focused on the criminal legal system, sexual abuse prevention and response, or other aligned fields. Specific pre-existing knowledge of PREA, the Standards, and their implementation is desirable.
  • Demonstrated understanding of the specific systems in which the PREA statute and PREA Standards operate including: local and county jails, state and federal prisons, local and state juvenile facilities, community confinement facilities, and police lockups. The candidate must have a working understanding of the location of these systems within a governmental framework and serve as a credible and persuasive messenger for the PREA statute and the PREA Standards.
  • Demonstrated commitment to the values of Impact Justice, including and particularly to diversity, equity, inclusion, and to actively working against racism both within the organization and through our work. Ability to lead communication and conversation with staff around race and racism, but also all forms of oppression.

COMPENSATION, BENEFITS, AND ADDITIONAL DETAILS

The compensation range for the Director role starts in the $150Ks. Comprehensive benefits include: medical, dental, and FSA plans; significant vacation and wellness leave; and immediate vesting in our 401K with a generous match. This is a full-time, salaried position, located in our Washington, DC office. We are not considering remote staff for this position unless the candidate can be in the DC office 3 days per week. Impact Justice is currently remote, though we anticipate a phased-in return to office beginning January 2022. IJ will offer a hybrid schedule (i.e., some regular telework) even after the return to office. Note also, COVID-19 vaccination is a condition of employment for all employees (office-based and remote). Some travel is required to attend trainings, conferences, or visit the Impact Justice offices in California, estimated to be less than 10%.
