Job Title:              Chief Financial Officer

The Chief Financial Officer is accountable for overall financial management operations and is responsible for all aspects of the day-to-day fiscal management of the organization. The Chief Financial Officer prepares financial reports based on data received from various sources, analyzes data and keeps the CEO and Board of Directors informed of findings.  She/he is responsible for preparing monthly and periodic financial reports, facilitating the annual independent financial audit process, and the preparation and filing of the annual IRS Form 990.  The Chief Financial Officer is responsible for meeting standard operating protocols and corporate compliance as required by regulatory agencies and continuously implementing best business practices. She/he will participate in the financial and functional decision-making processes necessary for the successful attainment of the organization’s operational and financial goals.

Areas of Responsibility

Fiscal Responsibility:

  • General financial and fiscal operations management in accordance with Generally Accepted Accounting Principles (GAAP)
  • Prepares annual operating budget and participates in the annual strategic planning process, which serves as a basis for the budget.
  • Presents annual operating budget to the Finance Committee and Board for review and approval
  • Based on the approved annual operating budget, ensures that monthly financial statements, including the balance sheet, income statement, cash flow statement and variance analysis are completed timely and accurately and presented to the Finance Committee and Board
  • Provides ongoing analysis of variances from budget and assists the CEO in implementing changes needed to achieve budget goals.
  • Monitors cash flow by reviewing and analyzing cash flow, monitoring income, and maintaining a system of tracking available funds.
  • Directs the operations of the Revenue Cycle process via the Director of Revenue Cycle to ensure that processes for patient access, clinical coding and billing and collections are effective and efficient to optimize the patient and family experience and maximize revenue collection.
  • Maintains a thorough working knowledge of federal, including Medicare and Medicaid, state and managed care reimbursement methodologies to ensure the organization is paid accurately, and revenue deductions are recorded accurately.
  • Manages the various payment methods and processes for the early education program

  • Monitors, audits, and reconciles accounts by reviewing adjustments and corrections and analyzing data.
  • Develops and monitors an internal control process to ensure appropriate accounting and oversight of corporate assets and funds
  • Develops and monitors procurement policies and procedures
  • Participates in the development and execution of existing and new capital projects of the Health Center and Education program in collaboration with department leaders, CEO, and COO

Reporting and Compliance:

  • Manages federal grant application process and thoroughly completes and timely submits federal grant progress reports
  • Monitors federal and corporate grants to ensure grant intentions and scope are met
  • Responsible for managing any health or health related malpractice claims that may arise with respect to the Federal Torts Claim Act.
  • Ensures all accounting and business office policies and required internal controls are in place to facilitate a clean audit with no material audit adjustments or deficiencies found. Ensures that all approval processes are in place.
  • Proposes, prepares, and implements policies and procedures in the area of accounting and operations.
  • Compiles documents and monitors activity on accounts; establishes and maintains accounts; prepares journal entries/ transactions, balance accounts, reconciles errors and takes corrective action; keeps management informed of account status.
  • Generates financial and progress reports needed for government agencies, healthcare affiliations, and education partnerships
  • Facilitates the audit process and assists independent auditors, as needed. 

Supervising and Mentoring:

  • Supervises General Accounting, Patient Services Accounting, Health Information Management, Materials Management and other departments assigned by the CEO.
  • Provides leadership and guidance to assigned departmental managers and completes annual performance evaluations direct reports. Provides guidance and review on annual performance evaluations to indirect reports.
  • Trains managers on financial matters and provides routine feedback regarding department performance.

Skills and Qualifications

Minimum Requirements:

  • Master’s degree in Accounting or business related field with major in Accounting.
  • Minimum 3 years successful CFO experience in a healthcare setting desired.
  • Previous experience with a proprietary healthcare system highly preferred.
  • Experience in non-profit accounting is highly preferred.
  • CPA highly preferred.
  • Proven financial analysis skills.
  • Federal Grant Management experience preferred.
  • Experience working with information technology and proficiency with software packages including Financial Edge, Excel, Word and Powerpoint.
  • Demonstrated leadership ability.
  • Demonstrates excellent communication skills, both written and verbal.
  • Ability to think strategically and solve problems.
  • Ability to establish and maintain effective working relationships with facility staff, physicians and corporate staff.
  • Ability to lead with a high degree of emotional intelligence and ethics.

 

About Whitefoord

In 1995, Dr. George W. Brumley, former Chair of Pediatrics at Emory University School of Medicine, and his former student, Dr. Veda Johnson, established Whitefoord, Inc. to address the health and educational needs of children and families of the Whitefoord Elementary School District in southeast Atlanta. Through an in-school health center and a child development program, Dr. Brumley and Dr. Johnson made a crucial connection between health and academic success: healthy children stayed in school and achieved more.

From its roots in health and education, Whitefoord soon grew beyond the in-school health center at Whitefoord Elementary School to meet even more clinical needs of children and families. Whitefoord established as a Federally Qualified Health Center (FQHC) and after 17 years of operating health centers only in schools, opened its first-ever community-based Family Medical Center in the Kirkwood neighborhood in the fall of 2012 to treat children and adults.

  • a 5500 square foot, purpose designed and built ambulatory medical center opened in Sept 2020 providing the following clinical services

  • This is the original Whitefoord school based health center location that previously served the students of Whitefoord Elementary School until the school closure in 2017

  • Woodson Park Academy KIPP School at Grove Park (currently in implementation stage)
  • YMCA Early Learning Centers
  • Whitefoord has partnered with the YMCA Early Education program to provide well child screenings at several YMCA Early Ed locations

  • Early education program for students from six weeks to PreK
