The Bilingual Counsel, as part of AFJ’s Bolder Advocacy team, will provide training, technical assistance, write plain language legal guides, and engage in a variety of other communications with nonprofit and foundation staff, board members, and volunteers to help them understand their rights and abilities to advocate, lobby, engage in election related activities, and fund advocacy.
This position will preferably be based in Houston but can be held remotely by an attorney in the Greater Houston / Gulf Coast / South Texas region. Regardless of whether the employee is based in Houston or not, they will be expected to participate in in-person meetings and trainings regularly in the Houston area when it is safe to do so. Bilingual Counsel reports to Bolder Advocacy’s Houston-based Senior Counsel.
Duties and Responsibilities
- Provide technical assistance to nonprofits and foundations in Houston and throughout the state of Texas on federal tax and federal election law as well as Texas state law and relevant local law that impacts advocacy organizations.
- Formulate and execute AFJ’s strategy for Bolder Advocacy growth in Houston and collaborate with AFJ’s Texas team in planning for BA growth along the Gulf Coast and in the Southwest.
- Travel to, plan, and conduct workshops for nonprofit organizations and foundations on federal tax and election rules, Texas state law, and relevant local laws governing their ability to participate in public policy, as well as on capacity assessment for advocacy and community organizing. Also conduct publicity/outreach and manage logistics for the trainings.
- Write relevant technical assistance guides, blog posts, factsheets, articles, op-eds, regulatory comments, and update Texas state and local law resources.
- Master and stay up to date on federal tax, lobbying, and election law for tax exempt organizations and effectively convey the material for a non-legal audience.
- Master and stay up to date on Texas state and local laws on lobbying disclosure, campaign finance, and election law issues impacting advocacy organizations and effectively convey the material for a non-legal audience.
- Advocate for nonprofits and foundations around legislation, rulemakings, or other policies that might impact their rights to participate in the policymaking process.
- Assist with grant proposals, reports, and other fundraising efforts.
- Represent the organization at conferences of nonprofits and foundations.
- Serve as a thought leader by writing and speaking about trends, challenges, opportunities, or other developments regarding advocacy.
- Other duties as assigned.
Additional Desired Qualifications
- Knowledge of federal tax and election law and Texas state lobbying, campaign finance, and election laws.
- Experience conducting training programs.
- Experience with coalition building, community organizing, and working with or at nonprofit organizations.
- Experience with nonprofit lobbying or advocacy campaigns.
Compensation and Benefits

This is a full-time position. Some occasional evening and weekend hours may be required.
This position has no direct supervisory responsibilities. AFJ’s non-management staff members are unionized with the Washington-Baltimore News Guild, CWA Local 32035 and this position will be covered by a collective bargaining agreement when one is reached.
