Position Summary:

The Contracts Administrator/Project Accountant is responsible for contract management and compliance for all agencies within the Child Abuse Prevention Center. The Contracts Administrator/Project Accountant must maintain the agency’s standard of strict confidentiality. The Contracts Administrator/Project Accountant will perform complex financial operations to ensure accurate and timely fiscal reporting in compliance with Generally Accepted Accounting Principles and applicable federal and program regulations.

Essential Duties and Responsibilities:

Contracts Management

  • Author contracts, subcontracts, and MOUs on behalf of the Center.
  • Review contracts in collaboration with fiscal and program departments for accuracy, feasibility, and risk.
  • Track distribution and execution of contracts.
  • Manage all documents associated with contracts, subcontracts, and MOUs .
  • Maintain knowledge of federal, state, and local regulations pertaining, but not limited to Federal contracting, AmeriCorps, First 5 Commissions, Sacramento County Department of Health and Human Services.
  • Respond to complex inquiries regarding contract content, obligations, and amendments.
  • Prepare and disseminate information regarding contract status, compliance, amendment, etc.
  • Maintain contract management processes including development and integration of contract tools, templates, methods, and processes for authoring, monitoring, and tracking contracts.
  • Liaise with program team and fiscal team to ensure completeness of contracts and resolve discrepancies.
  • Liaise with program team and fiscal team to assist with completion of budgets and budget modifications.
  • Collaborate and communicate with other fiscal partners and funders to ensure contract compliance.
  • Ensure signed contracts and content are communicated to all relevant parties internally to support implementation.
  • Understand and follow agency-wide and program-specific policies and procedures, including CAP Center AmeriCorps policies and procedures.
  • Maintain knowledge of Terms and Conditions for AmeriCorps State and National and VISTA programs as generated by CNCS and CV.

Procurement

  • Assist with seeking bids on services and materials including consultant services, employee benefits and workers compensation insurance to be purchased in compliance with Federal procurement regulations.
  • Locate suppliers and contractors for services and materials, developing RFPs and RFQs as required.
  • Compare prices, specifications, and qualifications to determine best value amongst potential vendors.
  • Be knowledgeable and maintenance of procurement programs and processes to adhere to applicable federal, state and local procurement regulations, and legal and audit requirements.
  • Maintain knowledge of all contractual and governmental regulations affecting procurement and subcontracting and provide information about regulations to staff and vendors.
  • Monitor vendor/subcontractor performance, recommending contract modifications when necessary.

Reporting

  • Work closely with the Accounting Supervisor to oversee, coordinate and ensure all aspects of the agency’s contract and grant activities are fulfilled.
  • Prepare monthly billings for fund reimbursement in accordance with contract specifications and provisions.  Ensures that invoiced amounts reconcile to charges in the accounting system and that invoices are properly documented and entered into the system.
  • Assist with the monthly production of financial statements.
  • Develop and prepare budgets, budget modifications and other supporting financial analysis and schedules as required.
  • Assist with all audits in an effective and timely manner providing complex work papers as required.

General Accounting

  • Assist with the monthly close process by performing audit and reconciliation of general ledger accounts as assigned, initiating adjusting journal entries as appropriate using applicable forms and protocol.
  • Prepare entries to general ledger accounts with supporting documentation that meets audit standards.
  • Perform detailed analysis of financial transactions for appropriateness and consistency.
  • Review and document complex accounting transactions and provide guidance to other accounting staff on appropriate accounting treatment.
  • Use judgment and strong professional skills to determine the appropriate procedure and process for the preparation of accounting records, research of transactions and reporting.

Other duties

 

  • Contribute to annual operating budgeting and forecasting process through analysis and review.
  • Provide back-up support to Payroll Specialist.
  • Assist in the development and maintenance of the Accounting Policies and Procedures, ensure compliance thereto, and recommend needed changes.
  • Attend and participate in meetings as required.
  • Perform other duties as assigned.

Minimum Qualifications:

Education and Experience

  • A Bachelors degree in Business Administration, Accounting or a related field is required.
  • Three years related experience in Administration, Operations, Accounting or a related field is required.  Additional related experience may be substituted for a Bachelors degree.
