Position Summary

Under direction of the Executive Director, and supervision of the Director of Community and Government Affairs, the Program Manager will be responsible for leading and managing communications, community engagement activities, supporting and advancing the role of member clinics, and other activities as needed for the organization. Activities will support the Consortium’s mission and strategic plan including increasing access to healthcare in Contra Costa and Solano counties, building alliances with community stakeholders, developing staff capacity with partner agencies, and engaging the community. The Manager will develop and maintain relationships with health center staff, county staff, partner CBO staff, and community groups. The Manger will provide support to issues identified by our clinic members in their own communities and the Consortium’s two county region. Among other responsibilities, the Manager develops outreach, education, and enrollment materials; provides translation and interpretation services; oversee multiple campaigns simultaneously; maintains communication channels; liaises between counties and community health centers; provides grant updates and reports; facilitates presentations, trainings, and enrollment convenings; participates and supports policy advocacy. In response to the on-going pandemic, the Program Manager will develop and collaborate on community COVID-19 outreach strategies in partnership with program staff.

Position Responsibilities Include:

  • Effectively represent and foster positive communication with CHCs.
  • Cultivate and maintain excellent working relationships with new and existing partners such as health center staff, community-based organizations, and county health departments.
  • Lead efforts with CHCs to strengthen enrollment, retention, and utilization for patients and clients eligible for public healthcare, Covered California, and local primary care coverage programs through providing technical assistance, developing policies, providing trainings and workshops, and strengthening partnerships between health centers and county health departments.
  • Represent and advocate for member health centers and their patient populations at a wide variety of state and local coalitions, at public forums, conferences and convenings, and community events (including frequent travel throughout both Contra Costa and Solano Counties, and some out-of-town travel).
  • Collaborate with California Primary Care Association (CPCA) regional advocacy staff to implement and coordinate civic engagement, immigrant and health equity-focused policy and advocacy campaigns, and outreach campaigns.
  • Provide support with grants management to meet project timelines, budget constraints, and performance goals.
  • Provide support with identifying and cultivating new funding opportunities supporting the Consortium’s strategic plan.
  • Manage communications, including social media platforms, newsletters, articles, and some website updates to support communication efforts to enhance the Consortium’s visibility and advance its mission and goals.
  • Lead community engagement activities, including participation in community events, facilitating community presentations, providing bilingual support to CARES participants, among other activities.
  • Provide logistical support to assist with the management of the Contra Costa CARES program; effectively troubleshoot; liaison between provider clinics and CCHP; ensure the correct processing of enrollment and renewal applications.
  • Coordinate events for staff, projects, and/or community.

Leadership:

The Program Manager is part of the Consortium’s management team. They will help provide overall direction to the organization in support of carrying out its mission as well participate in ongoing fund development strategy and sustainability planning.

Required Education/License(s):

  • Bachelor’s Degree in related field (Community Health, Public Health, Health Administration), or 4 years of relevant experience
  • Valid California Driver’s License

As of September 2021, Consortium employees primarily work remotely, and will continue telecommuting through at least the end of 2021. However, some position responsibilities may require in-person participation, such as events or outreach activities. Any in-person activities will comply with local public health requirements and recommendations to prevent the spread of COVID-19.

Salary and Benefits:

This position is an at-will, full-time, 40-hour weekly position with a salary in the range of $60,000 - $75,000 annually. Benefits package includes 12 paid holidays, 2 weeks’ vacation, and 12 days of sick leave per year, accrued hourly. Benefits also include health, vision, dental and long-term disability insurance, and an employer-contribution retirement plan after the first full year of employment.
