Job Details

Under general direction, the Continuum of Care (CoC) Administrator is responsible for the overall administration of Contra Costa’s homeless Continuum of Care (Richmond/Contra Costa CA-505). The Administrator will manage the planning, coordination, and implementation of community-wide efforts towards preventing and ending homelessness as outlined in Contra Costa County’s strategic plan and as identified in the annual Continuum of Care’s workplan.

The CoC Administrator, with the support of two direct reports and a team of technical assistance consultants will collaborate closely and work alongside governmental and non-governmental leadership, local, state, and national advocacy groups, homeless service providers, and the Contra Costa Council on Homelessness to support equity focused, data driven decision making on policies and practices to address homelessness and ensure the effective coordination of homeless services throughout the continuum of care.

Salary: $87,400 - $106,000, annually

ESSENTIAL FUNCTIONS

·         Provide leadership, strategic direction, and oversight of CoC planning, operations, coordinated entry processes, and governance

·         Build and strengthen relationships with local government, non-profit homeless service providers, and other community stakeholders to ensure a strong, effective safety net of housing and services for persons experiencing homelessness

·         Ensuring Regulatory and Funding Compliance with local, state, and federal partners

·         Performs other, related duties as assigned

 Provide Strategic Direction to Council on Homelessness, CoC providers and community members, and H3 Staff and Consultants

·         Participate in training, peer learning, communities of practice, and other events and working groups developed or identified by funding and program regulators and funders to direct and support implementation and sharing of best practices, regulations, and policy

·         Participate and collaborate with H3 Management in planning, development, and coordination meetings to ensure CoC alignment and effective priority planning

·         Participate as needed in community and regional efforts to prevent and eliminate homelessness in Contra Costa County.

·         Make recommendations for Council and CoC action and planning grounded in and promoting CoC principles of transparency, equity, and data-informed decision making

Management of CoC Operations and Governance

·         Participate in, direct, and support the planning and facilitation of CoC trainings, learning hubs, Council on Homelessness, stakeholder, homeless services provider, and executive director meetings and events.

·         Provide direction and support to relevant staff and TA to manage the administration and staffing of the Council on Homelessness and its governance responsibilities:

·         Lead and manage the daily CoC operations, with the support of technical assistance consultants and H3 CoC staff, such as

o   Establishing goals, performance benchmarks, standards of operation, and development and improvement objectives in response to or coordination with the Council on Homelessness and H3 staff

o   Manage the administration and development of fair and equitable onboarding processes, complaint management processes, and corrective action planning

o   Lead, direct and support the development and implementation of equitable client engagement strategies and efforts

·         Collaborate with H3’s Research Evaluation and Data Team to organize, analyze, summarize and present information and data related to homeless populations, services, needs and gaps within the CoC, and to provide timely and accurate information to the community, Council on Homelessness and funders

·         Participate and provide direction, guidance, and support as needed to the system improvement process, in collaboration with the Continuous Quality Improvement Committee and technical assistance consultants, including:

o   Support identification of gaps in the service delivery system and trends within the homeless community

o   Support Identification of system performance goals and benchmarks

o   Support implementation of a process for continuously reviewing performance towards established goals and priorities

o   Support sharing and publication of findings, progress, and next steps

o   Ensure the participation of people with lived experience in planning, policy setting, delivery, and evaluation of CoC operations and services

Ensuring Regulatory & Funding Compliance, as the CoC lead agency, in coordination with and collaboration of internal H3 team and CoC agency partners

·         Ensure program and system compliance with all regulations and best practices, by doing and/or supervising the work of staff and consultants to track, analyze, and share policy information.

·         Direct and coordinate the development and rollout of CoC-wide monitoring for homeless service providers, with the support of TA consultants

·         Support coordination and drafting and ensure complete and timely communication, responses (including surveys and interviews), and reporting for all funders and local, state, and federal partners, stakeholders, and regulators for CoC funding administered by H3

·         Lead and direct annual US Department of Housing & Urban Development funded CoC NOFA process in collaboration with TA consultants

·         Lead and direct collaborative and community-based processes for identifying funding priorities and reviewing, scoring, and selecting CoC funding awardees for CoC-administered funding

JOB QUALIFICATIONS

Knowledge Of:

·         Homelessness continuums of care, including the purpose and role of continuums of care in addressing homelessness

·         Programs and issues related to homelessness, affordable and low-income housing, and subsidized housing

·         US Department of Housing and Urban Development (HUD) rules and regulations pertaining to homeless housing, services, and continuums of care

·         Local homeless and low-income services and providers

·         Organizational/program development practices and concepts for homeless housing and service organizations

·         Homeless funding sources, including government funding streams and private resources

Ability to:

·         Effectively manage projects through communicating objectives, setting goals, problem solving, driving results, communicating outcomes, and demonstrating impact.

·         Effectively present topics and information and promote understanding to individuals and groups.

·         Organize thinking and planning to facilitate development of system-level projects and plan and facilitate meetings

·         Be culturally responsive to the population being served and utilize equity practices in the development, design, monitoring, evaluation and/or implementation of programs and services.

·         Respect the confidential nature of certain information exposed to in the course of work performance.

·         Participates as a member of the team in valuing individual differences and supporting one another’s opportunity to achieve their greatest potential.

Education/Experience

·         Education: Possession of a bachelor’s degree from an accredited college or university with a major in a social/human services field, public administration, or closely related discipline 

·         Experience: Three (3) years of full-time, or its equivalent, experience coordinating and developing housing services for a client population with special needs.

Qualifications Education Required
