Job Details
Under general supervision of the ARCHES Branch Director, the Data Management Analyst will support the Epidemiology and Surveillance response to the COVID-19 pandemic. The objectives are to (1) understand the burden of disease among residents in San Francisco, (2) conduct public health surveillance for new infections, (3) characterize the epidemiology of COVID-19, and (4) develop actionable knowledge to support decision-making across the public health response. The Data Management Analyst will work with the Population Health Division, the San Francisco Health Network, and staff from other health systems within the City and County of San Francisco.
This position may include weekend hours or shifts to provide for weekend coverage of essential duties. This time would be included as part of the regular work schedule and would be planned in coordination with the CD Data Management Analyst.
This is a temporary, grant-funded, full time, benefited position. Employment is provided by Heluna Health.
ESSENTIAL FUNCTIONS
- Conducts routine data cleaning, reconciliation, and deduplication, and other regularly needed quality assurance activities of all COVID-19 surveillance data for cases, deaths, and outbreaks, in support of surveillance of priority populations, including school-aged children, essential workers, and residents of congregate settings;
- Provides quality assurance or other data management to ensure integrity of data on laboratory tests and case/contact investigation.
- Addresses ad-hoc data requests and development of routine reports and dashboards
- Actively maintains and monitors data dashboards and reports to identify and address data errors or epidemiologic trends of concern.
- Develops and implement epidemiologic analyses to describe the burden of COVID-19 in San Francisco and identify opportunities for intervention;
- Serves as liaison between Epidemiology/Surveillance teams and groups conducting case/contact investigations, outbreak management, or school surveillance on data issues related to the investigation and reporting of SARS-CoV-2 infections;
- Participates in relevant team and other COVID interdisciplinary meetings;
- Prepares reports of analyses of surveillance data and outbreak investigations for use within SFDPH and for distribution to health care providers, community stakeholders, the public, and the media;
- Contributes to the preparation of written materials and presentation for possible use in San Francisco;
- Keep informed of current local and national trends in public health and the COVID-19 pandemic;
- Attends and represents ARCHES at Branch, Division, and Department level meetings as well as community meetings;
- Confers with supervisor and Branch leadership regarding assignments, problems, and progress; and
- Other duties as assigned.
JOB QUALIFICATIONS
- Expertise in statistical software to analyze and visualize epidemiologic data.
- Experience in public health epidemiology and surveillance.
- Strong data quality assurance skills; ability to create and implement a data management and data quality assurance protocol.
- Ability to create, trouble-shoot, and perform data analyses independently and assist others in doing so for program evaluation and quality improvement.
- Ability to handle a variety of tasks with a high degree of accuracy.
- Interest and ability to learn new technologies and to cross-train to support other staff duties.
- Strong verbal and writing communication skills.
- Excellent organizational skills and ability to work independently and take initiative.
- Ability to adopt quickly and be flexible to ensure continuous quality improvement of data flow and management
- Strong skills in translating data findings and data management needs in order to inform decision-making and data use by program leaders and other collaborators
DESIRED QUALIFICATIONS
- Skills and proven experience in using SQL for data management (including SQL Server Management Studio), and R or SAS for data cleaning, analysis, and evaluation
- Ability to design and maintain relational databases.
- Knowledge and experience employing data visualization best practices using tools, such as PowerBI and Tableau.
- Knowledge and experience working with electronic laboratory reports and case surveillance data for reportable conditions.
- Sensitivity to and experience working with diverse racial/ethnic communities and work experience and interest in infectious diseases.
Education/Experience
- Master’s degree in Public Health including concentrations in Epidemiology, Biostatistics or in related field or demonstrated equivalent work experience

- Experience working in a government agency at the local, state, or national level.
