POSITION DESCRIPTION: 

Under supervision of the Chief Executive Officer, manages through subordinate supervision, administrates and develops all programs assigned to the Transportation Program; ensures the Agency meets all obligations incumbent upon it as the Consolidated Transportation Services Agency of Santa Cruz County.

DUTIES & RESPONSIBILITIES:

Program Leadership:

  • Directs and participates in long-and short-range planning and goal setting for all programs assigned to the Program; implements, evaluates and revises goals and operations as necessary to maximize services within funding limitations.
  • Through subordinate managers and supervisors, directs day-to-day implementation of all programs consistent with Program and Agency mission statements, funding contracts and Community Bridges Personnel Policies.
  • Reviews federal, state and local regulations relating to assigned programs; implements procedural changes, as necessary, to assure compliance.
  • Directs the preparation of periodic and special reports and assures their timely submission to grant monitoring and regulatory agencies; prepares written materials including reports, correspondence and procedures.
  • Negotiates acceptable personal service and equipment and supply contracts in cooperation with the agency's Chief Administrative Officer.
  • Reviews Program operations and procedures for cost effectiveness, efficiency and goal achievement; plans and implements improvements as required.
  • Establishes and maintains capital fund and vehicle replacement program.
  • Assures and maintains safe condition and operation of Program fleet of vehicles. Supports Mechanic duties as needed.
  • Develops, maintains and updates written procedures manual.
  • Assists in overall Agency program development, management and evaluation for the Agency as assigned.  Participates in Agency Management Team, Program Directors meetings. Attends Board of Directors meetings as needed.
  • Adheres to requirements of the FTA Drug & Alcohol Testing regulations.
  • Drives a motor vehicle incidental to the performance of the work.

Personnel Management and Supervision:

  • Selects and orients new employees; directs the assignment and evaluation of work; provides for the training and professional development of assigned staff.
  • Promotes communication, decision making, and problem solving processes through staff meetings, telephone communications, memos and individual supervision meetings.

Fiscal Management and Resource Development:

  • Directs and participates in the preparation of program budgets from multiple funding sources; monitors and evaluates such budget on an ongoing basis; takes appropriate actions as needed to maintain a no deficit budget.
  • Represents the Program and the Agency in contact with current and potential funding sources, governmental bodies, other human service agencies, community organizations, and the public, on local, statewide and federal levels.
  • Actively works to identify, apply for and develop new funding sources to expand transportation services.
  • Works effectively with Agency fund developer to conduct successful fund raising and marketing campaigns. May prepare, or direct the preparation of, grant applications; directs and coordinates major fund-raising activities. Makes funding appeal presentations to appropriate organizations, agencies, businesses and individuals as needed to support the fund development department.

Advocacy:

  • Actively participates in federal, statewide and local advocacy efforts in support of transportation services; involves staff and participants as appropriate.
  • Coordinates the program with other organizations concerned with transportation and social services; services as CTSA staff representative to the Elderly & Disabled Transportation Advisory Committee and Santa Cruz County Regional Transportation Commission and related committees.
  • Coordinates outreach and ensures program emphasis in reaching those persons who are economically and socially disadvantaged.
  • Develops and maintains effective working relationships with other agency staff members, and with representatives of funding sources, governmental and community organizations, and others in regular contact with the Agency.
  • Communicates effectively and respectfully with people from different racial, ethnic and cultural groups and from different backgrounds and lifestyles; demonstrates a knowledge of and sensitivity to their needs.

MINIMUM QUALIFICATIONS: 

Knowledge of:

  • Program development, implementation, and monitoring principles and practices, with particular reference to para-transportation service programs;
  • Trapeze computerized scheduling and dispatching systems or sufficient familiarity with computer to learn such systems;
  • Administrative management techniques, including budgeting, grant application and monitoring, personnel, record keeping, and fiscal reporting functions; and of governmental and community programs which impact upon the population served.

Education and Experience:

  • Two years’ experience working with para-transportation services or college degree in a related field;
  • Directing, through subordinate managers and supervisors, long-range planning and day-to-day activities of multiple transportation programs;
  • Selecting, training, managing and evaluating the work of personnel;
  • Developing and monitoring multiple-funded budgets;
  • Reading, interpreting, and analyzing the impact of complex regulations, policies, and procedures;
  • Reviewing program operations and implementing improvements to assure continuing, cost effective service, goal achievement, efficiency, and compliance with legislative regulations;
  • Preparing complete and concise written materials; and
  • Dealing tactfully, cooperatively, and effectively with other agency staff members, agencies, community organizations, representatives of funding sources, and the public, including people from different racial, ethnic and cultural groups and from different backgrounds and lifestyles.

Other Requirements:

  • Must have a BA/BS in a relevant field or at least 4 years of equivalent experience.
  • Must possess a California Driver's License, be insurable and have use of a reliable motor vehicle for work related duties as needed. Class B license preferred.
  • Must be able to work at a computer for full workdays; some routine lifting and reaching requirements in office as well as with fleet maintenance backup work.
  • May work evening and/or weekend hours for special meetings or events.
  • Must pass criminal background check.
  • Bilingual English/Spanish and Biliterate preferred but not required.
  • Must be fully vaccinated against COVID-19 by October 23, 2021

RATE OF PAY AND HOURS: 

  • This is an exempt, 40 hours per week position.
  • The salary is $71,947 -$100,131 per year depending on experience & knowledge (plus $.40/$.10 per hour bilingual/biliterate differential upon passing a test administered by the HR department).
  • Hours of work may vary but typically Monday through Friday. Will be required to occasionally work evenings and/or weekends for transportation events.
