1. Request for Proposals. 

Cooperative Impact Lab (CIL) seeks proposals for a Nonprofit Certified Accounting Professional (herein referred to as the “Provider”) to work remotely with CIL’s nonprofit finance robotics engineer and senior program manager to operationalize the finance and accounting systems and services of CIL’s Managed Shared Service offering.

The contract for the Provider will begin in October 2021 and end on March 31, 2022. The rate of pay is $250 per hour for up to 250 hours (~40 hours per month) of service. The total contract for these services may not exceed $62,500 and the Provider must be authorized to work in the United States.

Provider will report to Josh Wolf (CIL’s senior program manager for Managed Shared Service). Proposals for this procurement of services are due on or before Friday, September 17, 2021. Proposals will not be evaluated until after the due date.

2. Background on Managed Shared Services

Launch and growing social justice nonprofits (defined by CIL as those organizations that have budgets less than $2M, 0-4 staff, and a commitment to ending the oppression and disenfranchisement of historically excluded individuals and communities) do not have the time or money to select, set up and manage the finance and operation systems and services they need to sustain, scale and grow their impact. CIL designed a solution specifically to alleviate the finance and operation burdens for these social justice nonprofits. 

CIL’s solution includes:

  • Negotiate and enter into partnership agreements with finance and operation systems and service providers (Sage Intacct, Bill.com, Tallie, and Martus) to lower the cost of the systems and services and make best-in-class systems and services affordable to launch and growing social justice nonprofits. 
  • Manage the set up, implementation, and maintenance of the systems and services, which means Executive Directors don’t have to. 
  • Provide finance and operation expertise and support to the Executive Directors, so they can make informed decisions quickly and with confidence.
  • Automate as many processes as possible to reduce costs and increase accuracy, efficiency, and efficacy of these nonprofits' finance and operations.

CIL has raised $450,000 for this endeavor and is working to raise an additional $500,000 by the end of 2021. With these funds, CIL aims to provide services to 50 social justice nonprofits in 2022 and an additional 100 in 2023 by:

(1) establishing a wholly-owned subsidiary of CIL (non-profit owned c-corporation) called Managed Shared Service (MSS) and

(2) hiring a Chief Accounting Officer (which may be filled by the Provider selected for this procurement), Chief Robotics Officer, Accountants, Forecast Managers, Engineers and Technologists, and Relationship Managers to provide services.

3. Scope of Work

Provider Services. Provider will:

(a) develop and implement mostly automated processes, with CIL’s nonprofit finance robotics engineer, for 100% error-free monthly close processes, financial statement preparation, financial forecasting, and professional employer organization integration;

(b) negotiate, and when needed complete the accreditation processes for, agreements to acquire collectively bargained pricing for Sage Intacct, Bill.com, Tallie, and Martus,

(c) develop and implement internal Managed Shared Services processes for onboarding, customer services, and other internal operational processes;

(d) develop benchmarks, timelines, and hiring and management protocols for launch of CIL’s Managed Shared Service; and

(e) present, alongside senior program manager and robotics engineer, concept ideas and funding pitches to prospective funders.

Alignment with Managed Shared Service Principles. CIL believes launch and growing social justice nonprofits should:

(1) pay no more than $500 per month for best-in-class finance and operation systems, services and support;

(2) be able to offboard time consuming finance and operation responsibilities with confidence to a streamlined and automated set of systems and processes;

(3) have accurate and real-time financial reporting and expert forecasting support to make informed decisions that scale and grow their impact; and

(4) have less stress and sleepless nights of worry about cash management, compliance, and reporting to funders.

CIL believes the above is possible through the use of best-in-class systems, robotic process automation, and significant nonprofit certified professional expertise. CIL seeks a Nonprofit Certified Accounting Professional to co-design and co-implement these services alongside CIL’s senior program manager and nonprofit finance robotics engineer.

4. Proposal Submission Requirements

Proposals should be written in English and submitted electronically through the RFP Submission portal by Friday, September 17, 2021. Proposals should Include a complete description of the Provider’s proposed approach and methodology for the scope of work to convey the Provider’s understanding of the proposed project, including all requirements of the scope of work and the proposed services provider’s tasks, services, activities, and etc. necessary to accomplish the scope of work. 5. Proposal Evaluation Criteria

  1. Does the proposal address every service requested in the scope of work (even if that means indicating that certain elements of the scope are not offered / not available)? (5 points)
  2. Does the proposal provide relevant examples, client references, certification and accreditation for each service requested that demonstrate success, learning, and growth from past engagements or experiences? (40 points)
  3. Does the proposal lift up and highlight significant alignment with Managed Shared Services principles? (40 points).
  4. Does the Provider include examples throughout their proposal of how diversity, equity, and inclusion influence and support their ability to meet the services requested in the scope of work? (15 points)
