HUMAN SERVICES MANAGER I

Special Investigations/Hearings

The Human Services Agency of County of San Mateo is seeking qualified candidates for the position of Human Services Manager I - Special Investigations/Hearings Unit. The Human Services Manager I - Special Investigations/Hearings Unit will be overseeing the Special Investigations/Hearings Unit of the Human Services Agency.

The Special Investigators are an integral part of the Human Services Agency's system of checks and balances. Special Investigators conduct investigations and verifications to detect fraud and abuse, and assist the agency in maintaining both the integrity of public assistance programs and the public trust. The Hearings Officers process appeals from clients who are dissatisfied with a County action related to their benefits in CalWORKs, CalFRESH, Medi-Cal, ACA, Child Care, In-Home Supportive Services, Foster Care, Adoption Assistance, Child Welfare Services, Special Circumstances, CAPI, Health Plan of San Mateo County, County General Assistance, and complaints of civil rights discrimination. Hearings Officers help to ensure that all individuals involved in the hearing process are treated impartially and with respect, and ensure that due process is followed in order to protect the clients' rights, which includes timely decisions.

The IDEAL CANDIDATE will have:

  • A minimum of 5 years of excellent leadership, interpersonal, collaboration, and facilitation skills.
  • A minimum of 3 years of supervisory or management experience in a human services or related program.
  • A minimum of 3 years of programmatic experience in a human services or related program; in-depth knowledge of Medi-Cal, CalFresh, CalWORKS and General Assistance programs and regulations.
  • Knowledge of fraud investigation and fraud prevention preferred.
  • Excellent written and oral communication skills.
  • Exceptional organizational skills.
  • "Big picture" thinking and a self-starter.
  • Ability to be politically astute.
  • Ability to effectively motivate and sustain involvement of staff and community partners in continuous quality improvement.
  • Cultural competency experience working with diverse communities.

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  • Education: Bachelor's degree from an accredited college or university with a major in business administration, public administration, sociology, criminology, rehabilitation, or a related discipline.
  • Experience: Two years of experience in a public, health, social services, or community-based program that included responsibility for program planning, client or customer services, program evaluation, budget administration, or community resource coordination, of which at least one year included responsible supervisory experience.
