Position Title: Senior Federal Policy Analyst

The Center for Popular Democracy/CPD Action is seeking a full-time Senior Federal Policy Analyst.

The Center for Popular Democracy and CPD Action (together, CPD/A) work to promote equity, opportunity, and a dynamic democracy in partnership with innovative base-building organizations, organizing networks and alliances, and progressive unions across the country. We currently work with more than 53 affiliates in 34 states and Puerto Rico, and build the strength and capacity of democratic organizations to envision and advance a pro-worker, pro-immigrant, racial and economic justice agenda. We are a rapidly-expanding, changing organization that partners with organizations across the country to build political power and win tangible victories that improve the lives of low-wage workers, immigrants, and communities of color.

About the Position:

We are seeking a Senior Federal Policy Analyst to help the network achieve its federal legislative and administrative campaign goals. The Senior Federal Policy Analyst will play a major role in the development, passage, and implementation of federal legislative and policy initiatives. This position also has a key role in working with CPD/A affiliates on federal policy development and design. This is an excellent opportunity for someone who wants to help advance federal policy innovation across a range of issues in partnership with grassroots organizations. 

The Senior Federal Policy Analyst will report to the Director of Strategic Research and Policy. 

Primary Responsibilities

The Senior Federal Policy Analyst will:

  • Collaborate with CPD/A staff and affiliate to develop the vision, strategy, and plan for the network’s federal policy work.

  • Lead the development and production of policy materials to support CPD/A federal activities including national lobby days, congressional briefings, congressional hearings, and rulemaking processes.

  • Track federal policy developments and update CPD/A staff and affiliates on Congressional and agency actions on relevant issues.

  • Work closely with affiliates and CPD/A campaign staff on the design and development of federal policy proposals. 

  • Work closely with CPD/A campaigns and research staff to craft issue briefs, congressional updates, letters to Congress/Administration, and network position papers.

  • Play a major role in building and maintaining relationships with key policy staff at federal agencies and throughout the administration. 

The Ideal Candidate Will Have:

  • About 10-12 years of experience doing progressive issue campaign and policy work, including five years of experience working on federal policy issues;

  • Thorough knowledge of the federal legislative and budget processes and federal agency policy and rulemaking processes;

  • Demonstrated ability to work with state-based grassroots organizations and membership based organization on policy development and design;

  • Experience writing policy materials including factsheets, policy briefs, and position papers for a variety of audiences, including policymakers and legislative staff, the public, and grassroots organizers;

  • Experience working across departments or teams within a large organization;

  • Spanish language skills preferred, but not required;

  • Experience working on a range of different policy issue areas preferred, but not required;

  • A master’s degree in public policy, social sciences, or another relevant field preferred,but not required;

  • Willingness to frequently travel to Washington, DC (post-COVID).

Salary and Benefits:

This is a union position. Salary will be determined according to a salary scale which takes into account years’ experience, location, job category, and other factors, but is expected to be $95,000-$110,000 and Category 4. The Collective Bargaining Agreement is available here.
