OUR ORGANIZATIONAL HISTORY & TRAJECTORY

San Francisco Community Health Center’s (SFCHC) mission is to transform lives by advancing health, wellness, and equality. SFCHC has been an anchor organization in the Tenderloin neighborhood of San Francisco for over 30 years. Formerly known as “Asian and Pacific Islander Wellness Center”, SFCHC started in the 1980s as a grassroots organization responding to the HIV epidemic in the Asian and Pacific Islander community. SFCHC expanded over time to become one of the largest transgender‐serving organizations in San Francisco, the HIV Center of Excellence for the Tenderloin, a national HIV prevention capacity building assistance provider, and in 2015 became the newest federally qualified health center in San Francisco in over 35 years.

OUR TRANSFORMATION TO A COMMUNITY HEALTH CENTER

Over the past five to six years, we have established our foundation as a community health center, currently providing primary medical, dental, and behavioral health care alongside street medicine and outreach. We take our mandate to serve low‐income and homeless communities with the highest quality health care seriously, as we are HRSA‐funded as both a Community Health Center Program and a Health Care for the Homeless Program. Our current focus is to sustain our high level of functioning, to support and retain our highly talented clinical team, to expand and promote our relatively new brand as a community health center, and to grow our patient numbers. In 2017, SFCHC opened a satellite clinic at the San Francisco LGBT Center to specifically be the health home for the LGBTQ community in San Francisco.

POSITION DESCRIPTION

The Controller will lead all day-to-day accounting operations of SFCHC, directly supervise the Accounting Clerk and Senior Accountant, and be responsible for the monthly and annual financial reporting, general ledger reconciliations, accounts payable, accounts receivable, grants administration, cash flow, the Single Audit, annual financial audit, compliance audits, income tax returns, cost certifications, banking, company credit cards, and maintenance of an adequate accounting system.

The Controller will ensure that SFCHC has adequate systems, procedures, and internal controls in place to mitigate risk, enhance accuracy of SFCHC reported financial results, and ensure that reported results comply with the US GAAP. Additionally, the Controller will oversee all compliance and post award management for federal grants in compliance with the Single Audit.

The Controller must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while exercising good judgment and strong problem solving and decision-making skills.

MAJOR RESPONSIBILITIES:

  • Record, code and analyze financial transactions including accounts payable, accounts receivable, general ledger, billing, cash management, monthly reports and quarterly returns in a timely, complete and accurate fashion;
  • Prepare monthly invoices and monthly and annual financial reports for government and foundation funders; distribute copies internally for senior management; furnish to funding sources;
  • Prepare monthly status reports for Board of Directors and work with board finance committee to support analysis and assessment and provide input;
  • Calculate and execute draw-downs of federal funds, prepare and input journal entries to record these payments;
  • Work collaboratively with program staff to provide timely and accurate financial data for program planning, evaluation and reporting;
  • Participate in and assist with audits by preparing bank and grant confirmations, responding to auditor inquiries, and retrieving and filing auditor-requested documents;
  • Maintain, update, and document strong system of internal fiscal controls in keeping with GAAP, FASB and auditor’s recommendations;
  • Communicate finance-based perspectives across departments and at all levels of the agency, including participating in all internal budgeting and finance related meetings with agency senior leadership;
  • Supervise a two member staff team to:
  1. Monitor cash flow and oversee all treasury management functions;
  2. Oversee accounts payable cycle: data entry, supporting documentation, coding and posting to MIP;
  3. Monthly analysis of balance sheet accounts, G/L accounts;
  4. Maintain and update a sound system of internal controls;
  5. Support the agency’s annual budget process collaboratively with senior management, program directors and Board Finance Committee ensuring a financial plan consistent with the agency’s strategic goals;
  6. Monitor annual budget and proactively recommend corrective action as needed;
  7. Prepare budgets for proposals in conjunction with program and fund development staff;
  8. Provide Payroll backup as needed.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • B.S. in Accounting or similar education
  • At least 3 years of experience in nonprofit accounting
  • Minimum of 3 years managing an accounting or audit staff
  • Strong knowledge and experience in applying US GAAP, procedures, and internal controls
  • Expertise in MIP fund accounting system
  • Expertise in the Microsoft Office suite, particularly Excel, Word, Outlook and Sharepoint.
  • Keen analytic, organization and problem-solving skills, which allows for strategic data interpretation versus simple reporting
  • Strong interpersonal and communication skills
  • Sensitivity to HIV issues, as well as gender, gender identity, sexual orientation, ethnicity, and language diversity

PREFERRED QUALIFICATIONS:

  • CPA and/or Master’s Degree in business administration or related field
  • Experience in FQHC settings
