COP Budget Manager

Primary Purpose:

Under the direction of the Dean of the College of the Pacific, the COP Budget Manager is responsible in leading the organizing, coordinating, monitoring, and analyzing all financial and budgetary administration of the College. Responsibilities include budget development, especially in regards to the Chart of Accounts which will provide College information on expenses and revenue. The Budget Manager will provide reports that analyze strengths and weaknesses of the College's strategic plan and develop, along with the Dean, plans to maximize revenue where possible. Additionally, the Budget Manager will ensure adherence to University internal controls, financial reporting policies and procedures, and will coordinate with other University Divisions when necessary including the university Budget Office, Controllers Office, Human Resources, and Internal Audit. The Budget Manager plays a key role in supporting the Dean in developing long range financial plans, aligning and projecting Division resources within the College's and University's multi-year strategic plan, ensuring that the budgets are properly maintained within necessary, Department, College, and University parameters and priorities.

Essential Functions:

1. Provides reports on revenue and expenses in the aggregate and disaggregated when necessary by department, analyzing strengths and weaknesses, in preparation for helping to shape strategic plans. Using internal as well as external data (peer comparison data) on salaries, departmental budgets and endowments, as well as other salient measures, helps to guide the development of allocation plans for the college.

2. Oversees the facilitating of staff and faculty postings, recruitment, and compensation on behalf of the Dean. Instrumental in overseeing hiring of faculty adjuncts, as well as tracking chair and director appointment letters.

3. Problem solves financial concerns of COP in partnership with the Dean.

4. Reviews College Research Proposals, other resource proposals, and contracts and makes recommendations to the Dean.

5. Communicates, tracks, and implements the Dean of COP’s funding allocations.

6. Organizes COP endowments for easy reporting and oversees the spending of all COP endowments.

7. Ensures balanced departmental operating budgets.

8. Projects COP’s end of the year surpluses; creates and manages a reserve fund and recommends priorities for spending.

9. Provides recommendations regarding financial impact of new programs or changes in existing programs.

10. Prepares and delivers written and oral reports and presentations to the Dean and the Faculty and Staff as needed.

11. Serves as an expert resource to COP’s administrators, faculty, and staff regarding COP budget matters.

12. Maintains strong customer service relationships with faculty and staff, and other COP stakeholders.

13. Serves as key liaison for COP with external consultants, auditors, and other professional entities.

14. Remains current on relevant fiscal, budget, rules, regulations, and laws as well as new and innovative concepts that may be useful to COP.

15. Supervises Business Support Analyst position including training, annual evaluations, etc.

16. Promotes teamwork in a collaborative environment.

17. Positive attitude, proven ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity and inclusion.

18. Actively participates and contributes to various committees on campus.

19. Performs other related duties as assigned.

Minimum Qualifications:

• Bachelor’s degree in Business or Accounting.

• Seven (7) years of experience in a same or similar role, preferably in higher education.

Preferred Qualifications:

• Masters Degree in Business Administration, Accounting or related area or experience in non-profit or higher education setting.

• Intermediate to Advanced Microsoft Excel and relational database skills

• Significant analytical skills that allow for interpretation of complex budgetary, financial, and related management information.

• Familiarity with compliance regulations and requirements.

• Excellent oral and written communication skills.

• Must be able to work independently and to prioritize workload under the pressure of competing deadlines.

Work is primarily performed in a standard office environment with use of computer and phone. Requires extended periods of sitting and repetitive hand/wrist motion while using computer keyboard and phone. Occasional standing, walking across campus, climbing stairs, stooping and reaching. May be required to lift up to 25 pounds.

Work Environment/Work Week/Travel:

Work performed during standard business hours. Some travel required to distant campuses or conferences/meetings.
