Job Title: Program Supervisor, Children & Youth Services
Reports to: Assistant Director, Children & Youth Services

Salary: $43, 534-$48,048 (DOQ) Exempt

Work Hours: Generally 9:30 am – 6:30pm; seasonally 7:30AM-6:30PM; evening and weekend meetings periodically
 

Major Responsibilities:
Leadership-
Demonstrates behavior consistent with the vision, mission, and values of the City of Decatur, and provides excellent customer service to both internal and external customers. Supports the City’s overall objectives and service expectations by providing day-to-day direction for assigned full-time staff members to ensure a high performance, customer service-oriented work environment in the areas of both afterschool programs and summer day camps. Demonstrates support for departmental decisions and strategic direction by actively advocating for new initiatives, policy or process changes, and departmental projects, goals and objectives and facilitating the change management process for employees and other stakeholders. Demonstrates responsibility and accountability for the successful development and delivery of high quality work products and services. Contributes to the continuous quality improvement of the department by seeking and incorporating customer feedback and making a commitment to uphold quality standards for staff members. Promotes a positive work environment by supporting and positively motivating employees as they seek to achieve personal and professional goals.  Creates and participates in programs and activities that encourage and cultivate employee collaboration and accountability. Identifies areas for improvement in programs, performance management, and other areas of responsibility and takes initiative to design and implement timely, appropriate solutions.

Effective Management- Coordinates program operations between program staff, school administrators and faculty to ensure compliance with established standards. Provides information, resources and other support for staff members to do their jobs effectively including removing or minimizing obstacles to high performance. Demonstrates effective performance by successfully organizing and managing multiple assignments, projects, and priorities to ensure the fulfillment of projects, tasks and responsibilities within established deadlines. Provides responsive and timely feedback on status and progress of work activities of assigned work group to all relevant parties. Plans, organizes, supervises and evaluates the work of assigned staff members across multiple sites. Develops, implements and monitors work plans to achieve assigned goals and objectives with staff input. Participates in developing, implementing and evaluating programs, plans, processes, systems and procedures to achieve program goals.

Assesses potential safety hazards at sites and reports damaged or unsafe equipment and takes action to mitigate risk factors. Reviews and logs all incident and accident reports daily. Provides follow up to staff and families in a timely manner. Demonstrates knowledge of all applicable laws, regulations, accreditation standards, examinations, and audit procedures that have an impact on the department and ensures compliance from staff members. Participates in the recruitment and selection process for full-time site directors and part-time counselors. Mentors and coaches staff by modeling appropriate behavior, active listening, communicating knowledge, skills, and information, and recommending and providing training opportunities.

Continuously promotes the development of direct reports into effective supervisors by providing training, coaching and development opportunities in leadership, management and technical skills. Manages the performance of direct reports through the use of approved departmental methods. Maintains written documentation of all performance-related actions.

Teamwork- Demonstrates a commitment to provide and require excellent customer service through cooperative and collaborative team and individual efforts. Creates and encourages an atmosphere of trust, reliance and collaboration within the Children and Youth Services staff.

Builds and role models effective relationships with co-workers, staff, and other key internal and external stakeholders to develop a culture of teamwork and respect that will help achieve City, department, and division goals; and cultivates positive relationships with the general public. Works collaboratively with site directors to continuously identify opportunities to improve quality of deliverables, lesson plans, projects, and levels of service within their sites. Resolves program issues and concerns with both internal and external customers while demonstrating high standards of professionalism. Develops and maintains partnerships with community-based organizations and city departments to support all program operations. Coordinates and conducts program outreach and promotional activities for school and City events. Provides support and follow up to site teams through team meetings, team building and interventions as needed.


Task/Quality Service- Coordinates annual staff development opportunities for both full- and part-time staff including orientations, retreat, monthly professional development, and group and individual trainings for afterschool and summer camp on relevant topics. Coordinates Children and Youth Services special events for children and families and for staff events. Contributes to development of and monitoring of an annual program budget within departmental guidelines.

Coordinates the lesson planning process including development, coordination, implementation and evaluation of program plans for lower elementary, upper elementary and/or middle school students as assigned. Oversees and supervises the work of program subcontractors and/or instructors (Enrichment and/or TechSquad). Generates informational, educational, and outreach materials for Children and Youth Services programs and events. Reviews, edits and approves written work products from site directors and other staff members to ensure quality, accuracy and appropriate content prior to publishing to the public. Assists with grant procuring, implementation and reporting. Provides a wide variety of administrative support and records management of program activities. Oversees the processing of requisitions, purchases and delivery of supplies, materials and equipment. Maintains inventory of supplies and equipment.   Visit various sites to ensure smooth operations of after school programs and camps. Organizes and coordinates system-wide projects. Plans and consults with others as necessary. Writes reports, policies and procedures, as assigned. Prepares reports, as assigned. Performs all other related duties as assigned or needed. 

Minimum Qualifications

Bachelor’s Degree in Recreation, Physical Education, Early Childhood Education or related field from an accredited college or university. Minimum of 5 years of experience planning, implementing and evaluating organized recreational programs that served elementary to middle school aged children. Must have at least 5 years of experience supervising staff.

Desired qualifications: experience directing a multi-site afterschool or camp program, ability to update pages on a website, experience offering technology programs to students, directing summer camp programs, familiarity with RaceTrac or a similar registration software program.

Physical Requirements/Environmental Conditions:

Have the ability to lift and carry heavy objects (10-50 lbs.) sit, bend, squat, and twist on a daily basis; must be able to physically operate a city vehicle and possess a valid Georgia driver’s license.

Have the ability to sit for long periods of time using office equipment and computers.

Have the ability to walk and stand in an outdoors (playgrounds and parks) setting including pools while in a variety of hot and cold temperatures for up to 8 hours daily.

Must have ability to deal with constant interruptions, noise, and meet with others on a regular basis.

Have a personal vehicle to drive for daily business on a mileage reimbursement basis.

Equipment:

Operate a personal computer using MS Office suite, printer and copier. Have access to a personal vehicle daily, currently possess the ability to drive a 15 passenger activity bus and a 15 passenger van or be willing to learn how to operate a 15 passenger bus or van.
