The Center on Homelessness in the Human Services Agency is seeking experienced individuals for the positions of Homeless Programs Management Analyst.

The Center on Homelessness coordinates San Mateo County's Homeless Continuum of Care and administers contracts with community-based organizations to ensure that homeless services and emergency safety net services are available to address emergency needs throughout San Mateo County. The Center on Homelessness collaborates closely with community-based organizations that provide homeless services, as well as prevention service providers, County departments, and other stakeholders. The Center on Homelessness is the Continuum of Care (CoC) lead agency, the CoC Collaborative Applicant, and the lead for Homeless Management Information System (HMIS) for the County of San Mateo. The Homeless Programs Management Analysts will manage large program areas related to key components of the homeless crisis response system. The Homeless Programs Management Analysts will be responsible for the following.

  • Develop and implement policies and procedures for a variety of programs within homeless and safety net services
  • Project planning and oversight for a variety of projects
  • Analyze program performance and conduct program evaluations
  • Lead Requests for Proposals and conduct contract negotiation, contract development, and contract monitoring, including developing and implementing shifts in program models to align with the County’s strategic plan on homelessness, as well as new promising practices from the field and federal or state requirements
  • Establish and maintain strong collaborative relationships with community partners, contracted service providers, and other stakeholders
  • Provide technical assistance to providers regarding service standards, best practice models, data quality, and program performance 
  • Supervise Human Services Analysts and other staff, including training, ongoing supervision, assignment, and monitoring of tasks, and supporting staff in their professional development
  • Design, create, and maintain reports and dashboards
  • Analyze, interpret, and present data in effective and meaningful ways
  • Ensure compliance with requirements from the state and federal government, including the California Business, Consumer Services, and Housing Agency, California Department of Social Services, and the United States Department of Housing and Urban Development (HUD)
  • Complete reporting to federal and state government
  • Act as a liaison to elected officials, County departments, and partnering agencies, including representing the County and HSA at various meetings
  • Develop grants or contracts with State or other funding sources
  • Create and lead workgroups, develop recommendations, and present findings
  • Make presentations to boards, committees, and other groups
  • Take a leadership role with homeless and safety net boards and committees including Continuum of Care sub-committees and the HOPE Interagency Council (HOPE IAC)
  • Perform related duties as assigned

Homeless Programs Management Analyst: This position leads initiatives related to the following key areas of the homeless crisis response system.

  • Unsheltered services, including Homeless Outreach programs
  • Emergency shelter programs
  • Diversion and Coordinated Entry System
  • Homeless Prevention and Safety Net Services (including the Core Service Agencies)
  • Liaising with cities and other public entities regarding issues related to homelessness 

ESG-CV Homeless Programs Management Analyst: This position leads initiatives related to the following key areas of the homeless crisis response system.

  • Planning and oversight of implementation of homeless service programs funded with ESG-CV (Emergency Solutions Grant Program Under the CARES Act) 
  • Rapid Re-housing programs 
  • Create and implement ESG-CV reporting processes 

The ideal candidate will possess the following:

  • Four or more years of experience in the field of human services, homeless or housing programs, behavioral health, public health, or a related field
  • Working knowledge of social and economic issues relevant to low income children, families, and communities, especially homeless crisis response systems and safety net services
  • Understanding of the national landscape of homelessness assistance programs and social sector is strongly preferred, including knowledge of federal and state rules and regulations related to homeless services, evidence-based or promising practices related to homelessness assistance, and HMIS data and reporting
  • Experience in contract development and monitoring
  • Experience in the use of data in performance improvement, evaluation of outcomes, and internal and external data development and analysis
  • Strong interpersonal, facilitation, analytical, public speaking, problem solving, and project management skills
  • Excellent oral and written communication skills
  • Collaborative and able to build and maintain strong relationships with community-based organizations and other partners
  • Flexible, deadline-driven, and customer service-oriented
  • Excellent organizational skills in handling multiple and competing priorities
  • Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint)
  • Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team
  • Culturally competent in working with diverse communities
  • Bachelor's degree in a social service, public health, policy, or public administration, or related field required; Master's degree highly preferred

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is an equivalent to graduation from an accredited four-year college or university with major coursework in social work, psychology, sociology, public administration, or a related field. Professional administrative experience in government is desired.
