The Budget, Policy & Performance Unit of the County Manager's Office and the Budget and Performance Unit of the Human Services Agency are seeking highly-motivated and experienced candidates for two positions as Management Analyst/Associate Management Analyst. These positions will allow you to enhance your budget and performance management skills, while working on a wide range of challenging projects and initiatives for the County Manager’s Office or for the Human Services Agency.
Successful candidates will be self-motivated, highly analytical strategic thinkers, have experience in public administration and finance, and be detail-oriented with the ability to solve business problems and deliver insights that enable timely and effective operational decision-making.
The Budget, Policy & Performance (BP&P) Unit of the County Manager’s Office develops and oversees the County's $3.9 billion budget, tracks the performance of County departments, and participates in setting County policy. Under the supervision of the Chief Financial Officer and Principal Management Analysts, the BP&P Management Analysts conduct research, provide complex analysis on critical issues, and evaluate program effectiveness within all County departments. The Management Analysts play a key role in bridging the County's vision and the day-to-day management and operations of County programs and services. The chosen candidate for this position will be a diplomatic leader with excellent facilitation skills and be able to develop an innovative vision and engage diverse audiences to achieve that vision.
The BP&P Management Analysts work closely with the County executive team and Department staff on solving budget and performance issues and on leading special projects. In 2020, BP&P Management Analysts took a lead role in implementing a countywide equity initiative, responding to the impact of the COVID-19 pandemic on departmental operations, and developing/implementing COVID-19 economic recovery programs. Other examples of current and recent projects include a revamp of the countywide performance management program, a 5-Year Capital Improvement Plan, bond financing of major capital projects, and program evaluation and redesign of selected units in County departments.
The Human Services Agency’s Budget and Performance Unit in the Financial Services Division develops and monitors the $275 million budget and assists in developing, monitoring, and reporting on the Agency's Performance Measures. Management Analysts perform a wide variety of highly complex analytical and administrative support activities and provide high-level support to Agency Directors and Managers.
The ideal candidates for these positions are:
- Knowledgeable of advanced principles and practices of public administration and program management
- Able to analyze complex problems accurately, develop practical recommendations, and take appropriate action to resolve them
- Politically-astute strategic thinkers and planners
- Able to analyze, organize, and condense a wide variety of moderate-to-complex budgetary issues and subject matter information into specific and detailed analytical reports
- Highly skilled in the effective use of automated systems, in particular Excel, to perform analyses and prepare reports
- Able to communicate concisely and effectively, both verbally and in writing, to convey financial information to a diverse audience in reports, worksheets, and instructions
- Able to build strong effective relations and partnerships by using a collaborative style in reaching solutions to problems and accomplishing goals
- Able to assist in developing, tracking, and reporting Performance Measures
- Quick learners who work well independently and as part of a team
- Able to work in a fast-paced, deadline-driven environment
- Open minded, creative, and comfortable with change.
There is currently one full-time vacancy in the BP&P Unit of the County Manager’s Office. The position could be filled at the more experienced Management Analyst level, or at the first-level Associate Management Analyst level. An offer to a candidate for Management Analyst or Associate Management Analyst will be based on the level of prior budget and local government experience.
There is currently one full-time vacancy in the Budget and Performance Unit of the Human Services Agency. The Agency plans to fill the position at the more experienced Management Analyst level.
The salary range for the Management Analyst classification is $99,694 - $124,634 Annually. The salary range for the Associate Management Analyst classification is $86,154 - $107,682 Annually.
Special Compensation: Employees at the Management Analyst level in the County Manager's Office who are assigned to lead a Countywide special project or a functional area will receive up to a 10% pay differential in addition to all other compensation.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. Successful Management Analysts have come from a variety of professional backgrounds. Typical ways to obtain the required qualifications could include:
- A Bachelor's degree from an accredited college or university in political science, public administration/policy, business, economics, or a related field, plus three years of analyst experience; or
- A Master's degree from an accredited college or university in political science, public administration/policy, business, economics, or a related field, plus one year of analyst experience; or
- Five years of analyst experience in a public agency or nonprofit setting.
