Resident Finance and Administration Director: Iraq



The National Democratic Institute (NDI) seeks a Resident Finance and Administration Director to manage all operational and financial reporting, administration, procurement, financial management, HR, subgrants and operations functions of the Institute's Iraq offices in coordination with program staff. The Finance and Administration Director will report to the Resident Senior Country Director. This position is based in Erbil, Iraq, with occasional travels to Baghdad and other Iraqi provinces. This is an unaccompanied post.

This position is a senior-level role with significant supervisory responsibilities over administrative and accounting staff in Iraq. The position also involves broader leadership responsibilities in support of the resident senior country director that contribute to the development and implementation of country-level strategy operational posture. It requires substantial engagement with NDI-DC senior managers to ensure compliance with donor agreements (US Government and non-US Government) as well as ND's global policies and procedures.

Primary Responsibilities:

Financial Reporting and Compliance

  • Ensure that donor-specific reporting requirements are met, with coordination between field and HQ-based program staff
  • Manage all aspects of accounting for the Iraq offices, including supervision of accounting personnel
  • Streamline financial and administrative operations and put in place any tools, forms, and processes to strengthen internal controls and improve operational efficiency
  • Review monthly field expense reports and ensure compliance with NDI, and donor, rules and procedures
  • Ensure field expense reports and wire transfer requests are submitted to HQ within the stipulated deadlines;
  • Provide budget analysis and assist in pipeline development
  • Support data collection that contributes to timely budgeting and monitoring and evaluation
  • Contribute to fiscal year, audit, and project close out reporting requirements in coordination between field and HQ-based program staff
  • Train and guide employees on NDI's policies and procedures, donor grant compliance requirements, and bookkeeping and internal controls
  • Oversee the possible implementation and disbursement of subgrants to civil society organizations
  • Manage field grant audits and assist DC on grant audits


Administration/Operations

  • Oversee and coordinate procurement actions, including long- and short-term service providers, consultants, and sub-grants, to ensure they meet donor and organization regulations;
  • Ensure compliance with national laws, NDI and donor administrative and reporting requirements, as well as appropriate implementation of field office policy manuals and handbooks
  • Coordinate necessary government approvals for visas, residency documents and travel authorizations
  • Manage and oversee all day-to-day office management functions and internal operations of the Iraq field office
  • Oversee Google drive organization and management, and provide guidance and best practices for data and Internet security protocols
  • Supervise administrative, operational and IT support personnel



Security

  • In consultation and oversight with Resident Country Director, regularly review security plans and adapt NDI's practices and profile as necessary
  • Liaise with NDI's in-country security providers
  • Serve as a point of contact for security issues for NDI-Iraq (Resident Senior Country Director is the primary contact)


Human Resources

  • Support local staff hiring, development and annual review process
  • Ensure that internal records and regulations/policies are up to date and comply with local legislation, organization and donor policies
  • Ensure that onboarding procedures as well as exit interviews are streamlined and well executed


Required Skills and Experience:

  • Demonstrated financial management/accounting skills/experience
  • Experience managing/working in an administration and procurement function
  • Minimum ten (10) yearsof relevant experience
  • Bachelor's Degree or higher in a relevant subject
  • Experience in optimizing and overseeing financial and procurement systems
  • Strong background in financial administration, office management and procurement
  • Familiarity with international development programming; experience with democracy and governance programming in particular is preferred and experience working for/with international nongovernmental organizations abroad is an advantage
  • Excellent management skills, experience in grant and personnel management
  • Ability to complete tasks with limited supervision
  • Excellent attention to detail and deadlines
  • Ability to remain highly organized while handling multiple tasks under tight deadlines
  • Excellent communication skills in order to be able to work with program and administrative staff to identify and resolve issues
  • Ability to handle sensitive issues and willingness to adhere to all principles of confidentiality
  • Demonstrated commitment to collaborative and cooperative work environment;
  • Ability to show initiative, good judgment, and resourcefulness
  • Superior interpersonal and writing skills
  • Creative problem-solver with proven ability to adapt and deliver under pressure.
  • Strong diplomacy skills
  • Experience working on USG and Canada-funded programs a plus
  • Proficiency in Word, Power point, Outlook and Excel.
  • English language fluency required
