The safety of our team members, both current and future, is EHC’s highest priority. At this time, most of our team members are working remotely due to the current COVID-19 pandemic. Candidates who are selected for this position will be trained remotely and must be able to work from home in a designated work area. Once EHC determines it is safe for team members to return to the office (in alignment with CDC and San Diego County DHS requirements and recommendations), candidates may be required to work in our office.
Environmental Health Coalition (EHC) is a San Diego/Tijuana non-profit social and environmental justice organization dedicated to empowering people, organizing communities and achieving justice for low-income communities of color. We are an effective, results-oriented organization with a passion for social change. We have been making a difference in the lives of the individuals, families, and communities we work with for over 40 years.
The Air Quality Director (AQD) is a position for an experienced, professional policy advocate who thrives in a fast-paced environment working with community organizers and allied organizations to influence government policies to achieve environmental justice through air quality improvement. The AQD works to advance policies and projects that reduce air pollution and greenhouse gas emissions from transportation and stationary sources, focusing on heavy-duty freight and industrial sources. The AQD focuses on low-income communities of color where these sources are disproportionately located and works with community leaders to identify key issues and community-driven solutions. The AQD conducts policy advocacy to influence local governments and state regulatory and legislative bodies to reduce impacts in low-income communities of color in the San Diego region.
The AQD designs and implements advocacy campaigns to promote a policy agenda developed in conjunction with community residents. The AQD represents EHC with local, regional, and state regulatory bodies related to transportation justice, goods movement, air pollution, climate change, and public health. The AQD works with technical experts and consultants to develop expertise and analysis for policy positions.
PRIMARY RESPONSIBILITIES: Policy Advocacy
- Direct and implement policy advocacy efforts representing EHC positions to promote air pollution reduction and air quality through legislative and regulatory mechanisms at the local, regional, and state levels
- Working with technical experts and consultants, monitor rulemaking at the local, regional, and state level to ensure compliance and advancement of environmental justice, including the San Diego Air Pollution Control District, the California Air Resources Board, and the Port of San Diego
- Understand local, regional, and state government systems and laws, and effectively monitor and advocate with those entities;
- Together with technical experts and consultants, develop written analyses, position papers, issue briefs and correspondence;
- Participate in air quality and environmental justice networks and cultivate allies locally, statewide and nationally.
Support Community Organizing
- Work with EHC community organizing efforts to ensure community participation;
- Develop community-friendly educational materials and training on air quality, pollution sources and health impacts of air pollution. Compile information to advance environmental justice policy change
- Work with technical experts in air pollution through contracts to analyze air pollution information, including monitoring data, health risk assessments, permit conditions, regulatory proposals for use in the development of policy positions.
- Provide excellent management and interface with consultants
REQUIRED QUALIFICATIONS AND SKILLS:
- Three years experience in policy advocacy work related to transportation, climate and/or air pollution policy and regulation, or other related advocacy fields;
- Two years experience conducting policy research Ability to explain complex policy and data information in simple terms.
- Proficient with computer programs including Microsoft Office, Outlook, Excel, Access, GIS, statistical software;
- Demonstrated commitment to the principles of environmental justice
- Excellent oral and written communication skills
- Excellent analytical ability
- Reliable transportation method
- Ability to work flexible hours
- Ability to handle multiple tasks, work under pressure, and maintain attention to detail
- Must demonstrate the ability to be culturally competent in all respects
PREFERRED QUALIFICATIONS AND SKILLS:
- Five years experience in policy advocacy;
- Legal background or advanced degree in public health, environmental science or other related field;
- Contractor and consultant management experience
- Staff supervision experience
- Familiarity with local agencies, municipal governments, and state and local government
- Bilingual (English/Spanish) is highly desirable.
Salary Range: $67,400 – $78,100 per year; salary commensurate with experience.
Due to budgetary considerations, this salary range is fixed, and the starting salary would be dependent upon the level of alignment with the above required and preferred qualifications.
