Housing Policy Manager
Annual salary range: $112,536 to $150,809

SCCHA operates the federal rental assistance programs of the County of Santa Clara and the City of San José as one program and is a designated Moving to Work (MTW) demonstration agency. SCCHA assists over 18,000 households through the federal rental housing assistance program. The agency is supported by 145 staff, approximately a $35 million operating budget and was eligible to receive just over $405 million in CY 2020 for rental assistance for various SCCHA programs.

The Housing Policy Manager administers, manages, organizes, and monitors the formulation of the Santa Clara County Housing Authority's (Agency) policies and Moving to Work (MTW) Plan and Report for the administration of the Section 8 Housing Choice Voucher Program and affordable housing programs. The incumbent manages the effective use of program and project resources to improve organizational productivity and customer service, provides complex and responsible support to the Assistant Director of Housing, Policy, Training and Outreach, and performs related work as required.

The ideal candidate will be a galvanizer of teams who champions collaboration through management of personnel and understanding of HUD regulations in an effort to improve programs based on local need. The individual will likely be a naturally curious person who can objectively analyze ideas, solve policy puzzles, and employ attention to detail. The ideal candidate should be driven to hold high expectations and be someone who gets others excited about contributing to stretch goals. Exceptional writing ability and grant management experience is a must and the ability to manage up and present/facilitate will be helpful. The successful candidate will be able to enjoy a professional environment that fosters creativity, flexibility, and independent work. A bachelor's degree from an accredited four-year college or university with major coursework in social services, behavioral sciences, business or public administration, or a closely related field, and five (5) years of progressively responsible experience in the following areas is required: public administration, research, and analysis of complex housing policy issues; writing program-related policies and procedures; compiling and analyzing complex data sets; drafting reports clearly explaining policy-driven issues and making recommendations regarding how to address those issues; developing housing assistance programs; facilitating meetings and conducting presentations as well as programmatic responsibility. Three (3) years of supervisory experience is also required.
